One of my pcs in the my upcoming RoTR campaign wants to play an elf rogue with a shady past. He'd like him to have been caught in the act of stealing something and as a punishment have been trapped in an interdimensional space for hundreds of years. While this provides an interesting reason why his character might not know things about current Golarion, it also means that he should know a lot more about the history of the world, and therefor so should I. Does anyone have any advice on how to make this work for how the player wants to do it within the existing canon, or are we pretty much on our own? Where would something like this be most likely to occur?

Well, I would say that you should focus on a very elvish domain in Golarian. I would also say that the dimensional trap caused his memory to be somewhat erased or at least set in some amnesia as to the details of what transpired. This would create some interesting opportunities to build on the character's memories as well as wait for the fleshing out of more vivid details in the Campaign book to come. The writer in me would say that the character was setup or perhaps had some part to play in the bigger events in the RotRL. There would be nothing better than having a Runelord recognize your player without the player knowing why he was recognized.
Pieces that can slowly come together are always very intrigueing.
Your players request is nothing more than an invitation for you to build an epic story around them. I savor such players.

That character really is to be pitied: Back in his day, Varisia was a wilderness inhabitated mostly by Shoanti barbarians and Varisian traveling folk. None of the "big" cities from present-day Varisia existed even 300 years before.
He'll know a bit more about the past of other nations, which have seen more action, but before Cheliax decided to colonise the country, nothing much happened for about 2000 years.
And the really funky stuff about Thassalion (which would be relevant to Rise of the Runelords) happened 10000 years ago.
So his knowledge might be interesting, but not really helpful for the current happenings.
For more information about Golarion's "recent" happenings, you might want to take a look at the Gazetteer and work things out from there.
Maybe he once met Iomedae when she was still a mortal (she ascended in 3832, about 900 years before the happenings of Rise). He will know a world where Aroden was still around, though, and Cheliax as a strong Empire (or even a Colony of Taldor), and most of the Inner Sea region will look a lot different politically.

Also, he may remember the ruins in different conditions. Old Light might not have been as collapsed. Same with the bridge in Magimar, especially since the rich homes are supposedly made from stones taken from the bridge. Tell him that he has feeling of part of his world dying away the first time he sees the current state of these major landmarks, and the destruction they have seen over the time he was gone.
