I discovered that the 4E Tharzidun, the "Elder Elemental Eye" is going to be a deity, not a primordial.
It doesn't make sense. Thazidun is a deadly enemy of deities, including evil ones. He possesses elemental power and commands elemental creatures; he is imprisioned on the Elemental Chaos itself, where most deities wouldn't certainly like to be. He cares nothing about dominating the world; he only wishes to destroy everything.
Everything about him screams "Primordial" rather than "Deity". It seems the only reason that he is still a deity is because he was a deity on previous editions... =/
Wizards probably kept Tharizdun as a god because they were keen to respect the history and tradition of the D&D universe. Hold on... :)

I'd guess he's a deity for three reasons
1) Tradition, he was a deity in Greyhawk.
2) He's kind of a 'Great Old One' knock off, so if they're the Elder Gods, it follows that the big T is too.
3) By making him a 'god' rather than a primordial, it allows him to be beyond their definition.
All speculation though.

One reason might be that, all other things equal, a traitor to one's own is a bigger villain than someone from outside the clan.
Can't you see some of the gods sitting around talking and saying that those primordials and their minions suck, but Tharizdun, he sucks worse because he used to be one of us! and he used to be cool!
WotC has a big, red d6 in the office -- they used it to go from 3.5 to 4e:
1) fix it
2) leave it
3) change it
4) put it online
5) break it
6) ignore it
Tharizdun rolled a 2. FR rolled a 5. Attributes (Str, Con, etc) rolled a 2. Half-orcs rolled a 6.
Just kidding... maybe :)
