I'd say... mostly. As I recall, there's a lot in there that's suggestive, but no actual spoilers. Obviously, though, a peasant who's never traveled more than 5 miles from his farm isn't going to know about the dragon off in the mountains on the other side of Varisia, and as always, if you don't want your player's characters to know something - they don't. GM fiat beats anything we publish, period.
I think that the biggest argument against handing it over to your players is that important locations to the plot just have a note saying where they're described in details. Some players would get quite upset with that level of spoiler.
