I do not have them in front of me, but I remember one the the cities mentioned in either a Pathfinder or GameMastery module mentioned that the city guard had some Centaurs as guards. Is Pathfinder RPG going to expand the PC races to include Centaurs, and other races that were banned as PCs when 3.0 came out?

The Pathfinder RPG is not going to expand the core PC races.
Centaurs, as the game now works, do not make good choices for PCs in Golarion; they're too tough, too big, and too far from the expected norm (which is human).
That said, we DO have plans for how centaurs fit into the world. When we deal with that, we'll be developing centaurs as NPCs or monsters, though, not for use as PCs. You can certainly use that info FOR PCs, though, I suppose, just as you can use any of the info in Classic Monsters Revisited for PCs.

*Crosses fingers* (once again) for Native Arcadian Centaurs. Proud, noble, nomadic warriors. Maybe they hunt dire buffalo...maybe not. Just sayin'...
