i know the bestiary feats are not legal unless granted access by another source, i'm just wondering if there is currently any source that would allow a nagaji character with a +1 natural armor bonus from race, and a 13 con, to take the improved natural armor feat.
or for that matter a tiefling with natural armor? =P

I believe no other source allows it yet. You would still have to rely on amulets of natural armor or spells like barkskin. AFAIK no way to improve natural armor for PCs through feats
Other ways to improve AC though:
Feat-wise: dodge, shield focus, combat expertise
Traits: defender of the society (Fighter), Expert Duelist (Taldor)

It's great for 'skirmisher' builds (rogues, lore wardens, magi, the way I play inquisitors, etc.)

Dwarves, orcs, half-orcs can take ironhide as a feat. IIRC bestiary feats 'allowed by another source' is not a PC rule, but for AniComps, divine bond, arcane bond, & eidos. I could be wrong, but either way, nothing for Nagaji.
The rule about feats from the Bestiary is indeed for PC's - i.e. Rangers with the Natural Weapons style get to "break" that rule since they have another legal source granting them access to feats that would otherwise be illegal for a PFS player (i.e. improved natural weapons, Eldritch Claws, Multiattack etc)
