Don't forget that the flood and the new presence in the lake will end up moving the town significantly. In my campaign the town has abandoned their docks for fear of an attack, and are blazing an inland trail to the other lake with the giant gar. Of course, there's nothing saying Black Magga can't swim up the river to get their new docks, but it will take a while before they figure this out.
