Using Riddleport as an interlude in Rise of the Runelords

I'd like to give the characters a chance to do some adventuring apart from the main AP. To that end, I have a side-trek in mind for Riddleport.

I expect that Riddleport may be more fully developed later. Until then, would my Freeport material fit well in Riddleport? Or is Riddleport much smaller?

The PCs will most likely be heading to the city to track down slavers who have kidnapped some members of the Sandpoint Community. There may be some additional 'distractions' when they arrive.

Does anyone have any information, thoughts, or ideas that I can use to flesh out Riddleport in conjunction with these adventures without creating too much 'conflicting material'?

Thanks in advance.

Riddleport will have a gazetteer and an adventure set in the city in Pathfinder #13. Freeport is a pretty good stand-in for Riddleport, though. Riddleport's a small city with about 13,000 people living in it. For actual flavor... the rough parts of Fritz Leiber's Lankhmar are the main inspiration sources.

I thought seriously about running the Freeport trilogy as a side adventure in RotRL (between 3 and 4) but was put off by the feeling that the PCs would resent having to deal with two unrelated awakening Great Evils, and might become more attached to the Freeport one than the RotRL one. The Freeport background could work well for Riddleport, though. If I'd really needed the side adventure (I ran something in Sanos Forest instead) I'd have thought about running just the lead-in parts of Freeport and tying things to the presence of the third lamia matriarch in that town.

Or you could use the Freeport background and set your own adventure there; it's pretty good material. Watch out for the differences between 3.0 and 3.5, though, and the authors' somewhat...unusual...interpretation of "appropriate CR encounter". It may be best to use the personalities and situations but redo the mechanics.

Spoiler:

I think it would be elegant to have the drowned kingdom be Bakhrakan (the domain of Wrath) and substitute sinspawn for the degenerate serpent folk. But you run a significant risk of the PCs deciding that the Runelord who is Rising is Alaznist, not Karzoug--mine almost did anyway, based on hints in RotRL #1--and that might make it hard to get back on track.

I saw a history channel show about some place in Oregon; underworld cities something-or-other.
They had a crimp scheme which involved a bar that was a front for pressgangs. There were trap doors, underwhich there were mattresses; they'd get strapping young lumberjacks wasted then pop a trap door on them; underneath a pressgang would be waiting and cram them in cells tight like college students in volkswagons. The place looked like a dungeon; there were underground opium dens etc....brothelrys...
The pressganged guys would have their shoes taken, and the place was littered with broken glass as well as dark, to discourage escape.

IDK, just some groovy flavor if that's any help;....
