When my PC's found the list of doppleganger imposters under the Sodden Hold, they handed it over to the city authorities. They were told by the city official that the "people" in question would be apprehended and they went back underground to confront Telakin. Little did they know that the list would fall into the hands of one of the doppleganger imposters. >:)
When the adventurers surfaced after barely surviving their fight with Telakin and the Drow at the entrance (Yuan-ti Purebloods IMC), they found the entire city in an uproar. Gangs of rioting thugs with copies of the "list" were rounding up "suspects" and killing them in unpleasant (and usually messy) ways. Turns out that copies of a fake list (actually multiple lists) got leaked to the public and mob justice had taken over. Pitchfork and torch time in the big city!
The people on the lists were folk who were somehow inconvenient to the bad guys or just innocent schmoes picked at random from the tax roles. I think that the players actually felt guilt for the first time in the campaign! There was a social encounter with a mob dead set on killing a tax collector and some running around trying to find a city official they could trust to stop the killings. Made for a great side trek, introduced a new player (lesser Aasimar Paladin), and let the PC's know that the bad guys were cruel and not above taking advantage of a new opportunity to cause harm.
Has anyone else done something similar? If not, does this make me a bad person? I hope so.

My next question as a Dm would be: How would this affect the Champion games?
Perhaps, a new figure emerges to bring "law and order" back the city?
Perhaps, this same new figure has been an upstanding and heroic figure that just so happens to organize and run an annual event that unifies the city?
Perhaps, this figure, commonly known as Raknian, declares that all those on the list will be punished during the upcoming games, think Gladiator.

Brilliant right back at ya! I was wondering how to keep the PC's from going after him immediately after finding notes on the Apostolic Scrolls.
If Raknian's the saviour of the city, he'd be untouchable! They'd have to find a different way to stop him rather than direct confrontation. Maybe he's set himself up with all kinds of emergency powers and made himself Imperator and Protector of the City! Ave Raknian!
This sounds like the kind of plot my BBEG's (Yuan-ti) would go for too. Destablize the city, replace its leadership with a Tainted One, and use its own resources to bring in the nescessary components to finish the ritual.
Some symptoms that not all is well could include the presence of strange mercenaries to "enforce the peace", mysterious arrests and disappearances, and heavy taxation to fund "public works". I think my evil is showing again. >:)
