The basically crummy idea to attack the PCs with too few demons at a time probably came from the secretary of war who, when he encounters the PCs, has no exit plan and falls in no small part due to the trechery of supposed allies. In between hacks and slashes, the PCs may or may not get it. Of course, I run the demons of the STAP a little more proactively ... so some of the humor is lost. Maybe it's "Shock and Awe" ... or perhaps someone suggested a troop surge?
