If you're talking about an online system that would allow *anyone* to view the maps and art, no, that would not be allowed.
We don't have a problem with distributing such things among your own personal gaming group for personal use though.

The material could be viewed only by the players in the game (usually limited to 6 to 10), or those who are lurking in the game, and this can be controlled by the gamemaster as to what they can view. By "Graphics" I would refer to maps and pictures of the "Monsters and NPCs" necessary to run the game. I run games on rondaksportal.com and I have a Greyhawk game that has been running there for over two years. I am using material from "Dungeon" magazine to run it.
