Well he does have a +18 Fort save. He could cast mirror image as well. I suppose its as good a tactic as any with a roughly 25% chance of killing Dragotha with each hit. You'd want to be doing them in waves I would think (that is to say lots of members of the party trying to pull this off every round) otherwise your going to have some members of the party trying to kill him the old fashioned way while one member of the party is hoping that the odds eventually pull through and Dragotha flunks a saving throw. In this case Dragotha has to much chance of living too long and killing the characters.
Still to really be effective the players are going to have to be wandering around with a lot of arrows of greater undead slaying. The fact that these are pretty pricey and are essentially one use items means that you won't see this come up to often.

Ah, sorry. I was looking at the statblock I'm going to be using in my game..
With only +18, I guess it's as viable a strategy as any other :)
