Item creation question

1) If you have a character, like a bard, who takes Craft Magic Weapons & Armor feat, but does not have access to spells to boost up a weapon, (flameburtst), can a second character cast the spells needed to create the special ability?
For example, if he wants to create a +1 Flaming Burst Longsword, bards do not have "flame blade, flame strike or fireball" on his spell list. Could he create the weapon, and the warmage or cleric cast the spell to give it the Flame Burst property?
2) Also, if the cleric or warmage can cast spells on the weapon for the bard, is the XP cost associated with the item creation from the actual creation of the weapon, or from casting of the magic? Who would loose the XP, would it be split?

XP cost is based on the Item Creation value.

It has been advised on the WotC site that the Crafter and the Caster should be able to split the XP cost in any fashion they desire. In fact, it has even been suggested that anyone with a vested interest in the items could help subsidize the XP cost.

This means that if the party Wizard enchants an uber-sword for the party Fighter, the latter can shoulder some or all of the XP burden.

Personally I don't charge XP for item creation, and in fact often give XP to Players when they design and craft unique, custom magic items for their characters. However, the economics of my world make frequent magic-item crafting cost-prohibitive, so custom items are a lot more special and personal to the PCs.

I also like the idea of CRAFT POINTS from the revised SRD for item creation. Give it a read and see if it interests you. Allows a busy caster to still create items while running around killin' stuff.

I've been using this as a house rule for years, and I've never encountered a problem with it. In my games, any willing creature can contribute any amount of XP towards an item. That creature needs to be present during the entire crafting time - even if they're only contributing a small percentage of the XP.
