My group are just finishing chapter 1, have fought Rowyn, who escaped, but they didnt actually know it was her. I'm not sure how essential it is for the group to know it was her, and what that will change if they dont actually know it was her.
I'm still running TINH myself, but I did notice that it says in the 'concluding the adventure' section that the city watch and Dawn Council recover the maps and documents from the war room, and that Heldrath Kellani suffers 'humiliation', leading me to believe that Rowyn's links to the Lotus Dragons will be widely rumoured, if not public knowledge.
What the future effect of them knowing or not has on things, I'm not sure.

She comes back in SWW to haunt the party. If the party killed her, you could replace Rowyn with one of the other NPCs in the module or have Heldrath hire an assasin type.
I liked Rowyn. She's a good low-level bad guy.
