Hey Delvesdeep I was just reading your tax notices (cheap plug http://therpgenius.com/modules.php?name=File_Repository&op=getit&fi le_id=185 )and my jaw dropped when I read the Lords of Oblivion one.
At some point I was planning on having one of my player's character's family assassinated (he's a Favored Soul born to a noble family). His character is still a minor and using that I can really make things interesting for him (and have him start wondering if that was intentionally put out because someone involved was planning the assassination)

He's talking about the buletins that announce the new taxes upon each chapter.
I had a question about this: i was considering using the perpetually increasing taxes throughout the campaign (as oppose to a sudden big one) but I was wondering about what answers to be ready to provide as I'm sure that at least one character is going to want to start investigating as to why the taxes are having to be continue to rise. In other words: is the city short on funds? What's causing the need for higher taxes all the time???

The HC isn't very specific on that. There are a couple of things that spring to mind, though
* Paying the wages of the half-orc militia
* Funding research into the soulcages
* Funding the construction of the soulcages and the tree of shackled souls
* Bribing Vitris Bale and the pyroclastic dragon (forgot his name)
* Bribing various other cagewright henchmen (Kyron Bonesworth's party, the three hags, the Ebon Triad, etc)
* Funding many of the other magical goodies bought/built by the cagewrights
* Filling Vhalantru's pockets
Whereever the funds go to, they never end up where they're needed the most: funding the city guard, maintaining Cauldron's roads, defending key trade routes and buildings etc...

indeed these are most likely what the funds are truly needed for; but i digress i beleive you misunderstood my question: the people are going to demand an explanation as to why the taxes keep going up....I doubt giving the above reasons would go over to well (about as well as a pay-toilet in a dihareah ward).

"On occasion, the Mayor must needs ask for such from the
temples and priests, or his nobles, or such other class of
folk. And they search their hearts, and find that they love
the Mayor. So they freely offer to the Mayor what he
needs. On occasion, the Mayor himself will give a
benevolence to some other institution or person.
But everyone loves the Mayor, and is glad to see that his
expenses are met. Is it not sot? Are there not always yet a
way or two more to extract money from the coffer? To
knight a son, a fee is required, usually 50 golds or so.
If an heir is a minor when he cometh into possession of his
estate, then the Office of Wards runs his estate for him and
realizes all gain from the land and possessions until he
reaches his majority. And of course, in time of need, the
Mayor may offer other honors in his possession for a
consideration.
Such as offices, titles, the right to marry a certain
noblewoman. Part of our task in the Exchequer is to take
deep thought and discover the price of things and men. And
I trow we do it well."
These things are great additions to the campaign and the bold section is going to play a huge role when we get to it, so I just wanted to say thanks.

Are they? After they see what happens when someone (i.e. Maavu) starts asking questions? I doubt it. The city will have some answers to brush off casual questions. Answers that are hard to check, such as
* funding the construction of new wands of water control(which never happens)* extra patrols on the important trade routes
* improvements to the cities defences (what those improvements are is a matter of state security and cannot be disclosed)
* stockpiles in case of emergency (food, weapons, etc)
* repairs to the city (from umber hulk rampages, riots, guarding or boarding up certain entrances to the underdark) etc.

Excellent! These are exactly the kinds of responses that I was looking for on this thread. I'm sure many who read this can benefit from these ideas and I know personally I will use them and as fodder to get my own creativity involved to come up with others; which I will post as I thinki of them.
