I'm not sure what it says in the HC, but I'd say after. I see it as the culmination of the Flood Festival events.

This will give the players time to-
1 meet the Stormblades and begin to build a rivalry with them during the festival
2 gather more accolades to be celebrated for
3 to completely focus on the event rather than other more pressing matters such as the floods, hunt for the wands etc
