If you're referring to the picture at the beginning of the "Backdrop: Sasserine" article, then yes - that should be Castle Teraknian peeking out from the left side of the ruins of Teraknian's Arch. (I don't have the issue with me, but I am looking at the picture included with the downloadable supplement for it).
From the angle of the shot, Arabani Manor should be behind the right side of the arch. Now that I think about it, the buildings seen between the last support and the cliffside might be part of the manor (that's just an educated guess though).
(Edit: After obsessing on the picture for the last few minutes, that may not be Arabani Manor after all - it appears to be too close to the arch. It may actually be the Sasserine Distillery in Shadowshore. Man I really just geeked out there....please forgive me :P )

First of all, getting RPG art to accurately match maps is a nightmare. Which is one of the reasons Ben Wootten and Warren Mahy are so awesome, since they've got incredible skills at doing just that.
In this picture, the building you're referring to is indeed Castle Teraknian. Arabani Manor's not visible at this angle.
