There are a couple of places that I know of -- Dragonlance Campaign Setting and the Bestiary of Krynn.
As far as a master index -- kind of an on-going project I have can be found here --> http://mikehost.homeip.net/dload.php?action=category&cat_id=3. (Although I don't have the Dragonlance stuff in this list -- yet.)

I just took at look at what you posted on the DM Tools site and just wanted to say good job. I got a chuckle out of what you put in for the “hook”. :-)

It's 3.0, but the back of the module Draconian Measures has stats for draconians. (They're actually the very first D&D stat blocks I ever read!)
Certianly there are official stats in the Krynn Campaign Source Book. That is the source from which I am getting mine as they play a significant part in my current campaign.
I did modify them a little. Mainly making them immune to non-lethal damage so that their signiture power would tend to come into play.

It already exists. WotC has a group of Consolidated Lists that combine things like Monsters and Feats available in D&D. You can find them at http://www.wizards.com/default.asp?x=dnd/arch/lists
