Has anyone thought about (or can recommend some resources) to actually run Occipitus as a kingdom? The person in my game who took over Occipitus was keen to start an orcish kingdom of his own on my campaign world. So gaining Occipitus is a big boon for his character. Now I already have a lot of ideas for Occipitus. In fact I have so many I could run a mini-campaign by itself. However I am not going to do this.
So are there any rules or resources for 3rd edition anyone can recommend to do this? Currently I am planning on using the old dominion rules from D&D Companion set (the green box) which translate quite well into 3e. Somewhat abstract but it at least adds some concrete info. I will also use the strong-holder handbook when it gets to that point. I have decreed (and this seems to be consistent with D&D) that morphic control lets you only change the nature aspect of a realm (so raise mountains and what not) but not create buildings ex nihlo. So there will still be a requirement for actual labour and the related rules for buildings.
And I have also laid the seeds of conflict between Grazz’tt and Orcus and the current PC ruler. Orcus will eventually invade and the character realises he needs to get his act together. Grazz’tt’s plan of attack is a lot more subtle and involved deception – similar to the way the previous ruler was removed.
