Maybe there was a detachment of Olman jaguar knights there, who, when the first Savage Tide occurred on the Isle of Dread, were somehow shifted permanently into a hybrid cat-man form. The change allowed them to somehow fight off the effects of the savage tide; the ferality of the panther and that of humankind mixed to uniquely enable them to resist the rabid madness of the black pearl. Just as the explosion of ablative armor resists an incoming shell, so too did the lycanthropic changing equip them to resist the eldritch energy of the pearl which turned their fellows into ravening lunatics. It also equipped them with what they needed to survive in a world gone mad. That's where the rakastas originated.
