I was wondering this same thing last night.
In the original Styes adventure, Richard Pett places it as a district of Prymp in Ahlissa for Greyhawk, Marsember in the Forgotten Realms, and any coastal city in Eberron that is suitably run down.
It could also work as a neglected coastal town in the Hold of the Sea Princes, the Pomarj, or a minor port on the east coast of the old Great Kingdom, possibly loosely aligned with the Solnor Compact. (IIRC F2K put it in or near Dullstrand). A pretty portable place on the whole.
In my own campaign I'm going to keep it close, perhaps on an island chain nearby for side trek adventures.
Might even suggest that a few PCs come from that dying city.

Peruhain is close. The Styes in my GH campaign are about 90 miles east of Pontylver on the coast of the See of Medegia.
My campaign is CY576, so the GH wars haven't happened yet, so Pontylver is still around as a city.

Primarily as a background element: Skald the feytouched ranger is fleeing Councillor Rashlen's cronies and the mephit-in-a-jar is a Styes invention.
