In Encyclopaedia Arcane Necromancy (p.40) is the Death Touch feat, but it´s description is a bit confusing.
It´s listed under Feats; "By making a succesful melee touch attack..." but the description ends with "both the use of this spell and the touch attack are considered a single standard action".
Where is the spell Death Touch, I haven´t found it. If there is one, that would explain the above. One could either use the feat or the spell. If there is no spell, then please someone explain the description.
I´m level 10 now, so using this feat kills quite easily already (damage d6/caster level, if greater than current hit points of victim it dies immediately) and there are no restrictions in using this feat.

I'm not sure what the Encyclopedia you referred to is, but it sounds like it's referencing the Death Touch granted power of the Death domain - so to my knowledge it isn't available as a feat nor as a spell. Only clerics who have selected that domain as one of their two domains can use it. From the SRD:
"DEATH DOMAIN
Granted Power: You may use a death touch once per day. Your death touch is a supernatural ability that produces a death effect. You must succeed on a melee touch attack against a living creature (using the rules for touch spells). When you touch, roll 1d6 per cleric level you possess. If the total at least equals the creature’s current hit points, it dies (no save)."
