Hi everybody,
I have questions regarding three archery feats :
1) dead eye (Dragon compendium, page 95) : with a composite bow, I already add my strength bonus on damage. With this feat, do I get to add both my dexterity and strength damage to damage ? Do I triple my dex bonus to damage if I score a critical hit ?
2) penetrating shot (PHB 2, page 81) : I have precise strike (standard action from order of the bow initiate) and skirmish bonus to damage (standard action from the scout). This one is also a standard action. Is it cumulative (i.e. the first creature struck gets precise damage + skirmish damage + normal damage) ?
If I have both dead eye and penetrating shot : the second creature struck gets dex bonus damage + strength bonus damage + normal damage (if using a composite bow) ?
3) telling blow (PHB 2, page 83) [using a ranged weapon with penetrating shot feat] : if I score a critical hit against the second creature I strike with my penetrating shot, do I add damage from skirmish even if it is not the first creature struck ?
I try not to munchkinize, but I'd like my SCAP archer (a scout 5 / ranger 3, aiming to become an order of the bow initiate) to be efficient... and feats have to be chosen with caution !

I'm not clear on numbers 2 and 3, but I can answer question 1 with a resounding YES! The strength bonus from the composite bow is considered a bonus from the weapon while the dex bonus to damage is something granted to you by a feat. Unlike enhancement bonuses, luck bonuses, deflection bonuses, and all that, DAMAGE bonuses always stack (as far as I've ever seen). It's just like the Duelist class ability that allows them to add Intel mod to melee damage. Naturally, they get their Strength mod to damage also, so you get to add BOTH modifiers to the damage rolls. And yes, on a critical hit, damage awarded by the bonuses are multiplied as well (only extra DICE of damage are not multiplied, such as sneak attack and a flaming weapon, for example).

well, this is how i would deal with it if it was my game:
i will assume you are moving at least 10 feet with the character since youre asking about skirmish.
2) i see nothing wrong with this combination. you have moved 10 feet, then as a standard action initiated ranged precision with 2 other modifiers (one a feat with that takes no action to use, one a class ability that takes no action to use). so yes, you would do sick amounts of damage to the poor guy up in front of the penetrating shot. about the second part, it acts as an extention of the first answer, which is yes.
3) every indication from the feats suggests yes, you do add your additional skirmish damage to later critical hits in a penetrating shot.

i don't have my phb II handy, but doesn't penetrating shot specifically say you only get your precision damage against the first creature??
I would say just like you, at first.
However, telling blow (from PHB2) is about striking more critically a vital area of your opponent ONLY IF you score a critical hit.
Imagine I have both telling blow and penetrating shot (+3d6 skirmish, +1d8 precision from OotBI, fire composite longbow +1 [strength +2] at less than 30 feet for both opponents), I move 10 feet so as to draw a line with 2 opponents.
I fire my arrow, and roll 18 and 20 (critical then confirmed).
My first opponent gets : 1d8 (arrow) +3 (magic + strength) +1d6 (fire) + 3d6 (skirmish) + 1d8 (precision) +1 (point blank shot) for the amazing grand total of 2d8 +4d6 +4
My second opponent gets : 3d8 (arrow / critical) +9 (magic & strength, critical) +3d6 (skirmish + telling blow feat) +3 (point blank shot critical - I don't know if I triple this damage ???)
for the more'n amazing grand total of 3d8 +3d6 +12
I guess I forego a full attack action to have a lone powerful attack...
I would like to be sure if my calculation is correct... and that telling blow can work with penetrating shot ?!?
However, whatever the answer is, I think this can create a devastating and powerful machinegunlike bowman !!

I am really beginning to like my scout / ranger in the SCAP, even more since we have defeated the erynies in Bhal Hamatugn...
I got her bow now !!
(but it was tough : we retreated twice to heal and rest)
