Our license with Wizards of the Coast allows us to sell only PDFs of issues that no longer exist in hard copy form. Since #114 is still available for back issue order, we are prohibited from making it available in PDF form.
For my part I will say that the issue is the first to use the current format of Dungeon magazine, a change that has been near-universally praised in the years since. It also includes a backdrop on the Isle of Dread, which will soon appear in the Savage Tide Adventure Path, as well as "Mad God's Key," a Living Greyhawk adventure that was rated the most popular adventure of the year by Dungeon readers.
So in my view it is probably worth purchasing in hard copy form.
It'll help us release a PDF faster. ;)

How does this policy apply to really old issues, like the ones from previous editions?
From what I understand, release forms from some of the authors of those articles for previous editions are either non-existent or can't be found. Without a release form, a republished version in any form can't be done.

One final question. Now that the PDF has showed up in my Download section and I select Personalize this file. How long does it that for it to be ready for download?
