I've set the AoW in Greyhawk and consider myself fairly knowledgeable about general background/history. I know that Balakarde is really Bucknard but this latest addition mentions his sister's death as a tramatic encounter and offers her name but that's not *really* her name is it? A half hour after reading it I was still puzzling over Bucknard's sister's real name but now I've just got the new one in my head.
The obvious question is this - what is Bucknard's sister's official Greyhawk name?

Maralee? That's really her name. I was going for a nice, friendly-sounding name to contrast the particularly heinous and grueling fate she meets. The only two names we had to disguise were Tenser/Manzorian and Bucknard/Balakarde. Greyhawk's long been known as the Free City so that's not as much a disguise as a generic name...
I suppose it's possible that some product out there somewhere gave Bucknard a sister and even gave her a name, but I wasn't able to find much at all about Bucknard. In any event, names are easy to change, so if Maralee doesn't work for you, that's a quick fix.
Maralee works fine. I just wanted to make sure I wasn't losing my mind (although, perhaps I am and this is no indication either way). I'm satisfied if some obscure writing once mentioned a sister (*that* must've been what I was remembering ... or not remembering as the case may be!). I'm content to accept Maralee as her "official" name. I just didn't want someone to come along later and say "oh,by Maralee do you mean 'Madame X' who has that huge backstory we're all so familiar with?". Anyway, problem solved.

I don't think there really is much on Bucknard, I think he was one of the ring of wizards mentioned in Castle Greyhawk in the depths of the castle where you find the machine that makes magic items for you.
Can you tell its been a while since I actually looked at this with all the vageries!
I think Tuerney was one and they were the biggest baddestest wizards in Greyhawk before Tenser and that Gang came along. I think there is an e-mail from Gary Gygax floating around some where with more info on these guys.
Heck ask Eric, he is the Greyhawk Mentat, :)
