Many moons ago with my subscription of Dungeon magazine I got a free copy of Green Ronin's Book of Fiends Vol I, the one that details devils. In it there is an erinyes named Haladriel and the books details a secret society she controls. So early on in my campaign I added her into the picture.
Then along came the SCAP in Dungeon and that fit really well as part of Haldriel's plans. So, I began running the adventure path with my players.
So now, they are about to embark upon the Test of the Smoking Eye adventure and I have run into a slight hitch. All along the opposition they have faced has been Lawful Evil. So, instead of Chaotic Evil creatures, like demons, I have changed many of the encounters to devils.
As they are about to embark to Occipitus I need to change where in the multiverse it is located. It wouldn't make any sense to place it in the Abyss as it is written in the adventure, but I don't know if it will make any sense putting in it on the Nine Hells, thereby making it the Ten Hells. And making it into a demiplane would make it less of an important feature in the adventure.
Can anyone give me any suggestions with this problem?

I don't have my Manual of the Planes handy, but you could easily place it on Avernus, the first level of the Nine Hells. Simply place it in an out-of-the-way location (easily done, with the concept that it's a haunted, avoided place) and it would easily fit.
Heck, tie it to Tiamat, upgrade Red Hand of Doom to a higher level and run it as a side adventure. You know you want to... =)

If you're going with Baator, Occipitus should be an realm, rather than an entire layer (like it was before, on celestia). Avernus is as good a place as any. another thing you could try is to place it on one of the out-of-the-way cubes in Archeron. It could be slipping even further, ending up in Baator or even Carceri eventually.
One thing you should watch out for is Adimarchus' protfolio: madness and betrayal (actually, I'm not sure about betrayal). neither translates very well to lawfull evil.
