SO! Looks like there's a fairly obnoxious error in Lashonna's mini-stat block in "Prince of Redhand." Namely, her charisma-based skill modifiers are WAY, WAY off.
Lashonna's actually got Bluff +51. Which should make it a lot easier for her to keep her secrets secret.
She's also a LOT more diplomatic and intimidating; she has Diplomacy +63 and Intimidate +55.
Finally, her Sense Motive check should actually be +42.

Gee, I guess that's why she has Zeech wrapped around her little finger. Godlike charisma and a substantially epic ECL, I take it. PCs will wet themselves when they see her toss around 9th level spells like they are nothing, I suppose.
Godlike Charisma, yes. Epic ECL, yup. But she's not going to be tossing any 9th level spells around...
In any event, yes. The corrected skill bonuses go a long way toward explaining why she can do what she does and get away with it.

I just reread the stat block in the adventure - missing the mark by some 35 points is really way off :-) But, if you work, you make errors, it´s unavoidable. So, nothing to be too upset about.
Applying the vampire template to a dragon hurts her in terms of hit points, I´d guess (no constitution score and had a d12 anyway). But with all the bonuses the dragon gets from becoming a vampire, it´s a rather small concern - armor class, attributes, skill bonuses, feats, abilities and so on. Turning undead? Not really... Try to turn 35 HD.
The comparatively low sorcerer level is more an bonus than anything else, I´d guess, even if the save DCs are nasty.
Or did you rework the vampire template to apply it to a dragon?
Rules question: Would a vampire created out of a creature that normally advances by hit dice (like, say, a dragon ;-))now be able to advance by class, as stated in the vampire template?

I don't think of the advancement line that way - rather, if it shows "Advance by Class Levels," then I know I can't advance racial HD. But applying class levels to creatures can be done regardless of what the advancement line says - as long as the creature has at least 3 Int.

There's a "vampiric" template in the Draconomicon for dragons. I'm presuming they used that template. (Don't have refs handy to check.)

*nod* Aye, and it grants the dragon bonus hit points to account for the lack of benefit in undead HD (4x HD I think). Of course, this was all pre-"Unholy Toughness", and I recall being shocked at the use of bonus hit-points. Then again, I'd be terrified if Lashonna was getting bonus hp from her Charisma score ;).

quick question- can sorcerers use metamagic rods of Quicken????
A metamagic rod of quicken is useless to bards and sorcerers and other casters who cast spells spontaneously, since using a metamagic rod still requires them to take a full-round action.
And Lashonna does indeed have the vampiric dragon template from Draconomicon. As for how her stats got messed up... it's more complex than simply leaving off one set of bonuses. Honestly, I'm not sure how or where I came up with her stats in "Prince of Redhand," since they're so far off. I'm tempted to think it might even be a cut and paste error... In any case, this eratta should hopefully be going into the online supplement.
