I would take the parent races and half the according abilities and bonuses. For example, if parent A gets a +2 to his Dexterity, he would only get +1. Darkvision to 60-ft? Only 30-ft. They would be considered "blooded" for the effects concerning magic items - in the Half-Elf/Half-Orc example (ick, BTW), they would be both "Elven" and "Orc" blooded.
In one of the WotC supplements I've seen a "Chimeric" template that was designed for this kind of thing. Take two totally incongrous creatures and put them in a blender, then chill and BAM! New creature. Great for a mad wizard's lab. I'm not at work so I don't have all my books here (damn that!) - can anyone help me out on which book it was in?

What about Half-Drows?
Forgot to add this in my other post, but I know the Forgotten Realms CS detailed Half-Drow. Basically the same as the Half-Elf, just replace the Low-Light Vision with Darkvision and the weapon proficiencies are a little different. (Mind you, they are assuming the other "Half" is human.)

STR +2, DEX +1, CON -1, INT -1, WIS -1, CHA -1
Medium Size
Speed: 30
Darkvision 60'
Low-light vision
Listen, Search, Spot +1
Immunity to sleep
Save +2 vs. enchantment
If raised in the standard Elven culture:
Martial Weapon Proficiency with longsword, rapier, longbow (including composite), and shortbow (including composite).
An elf who merely passes within 5 feet of a secret or concealed door is entitled to a Search check to notice it as if she were actively looking for the door.
Automatic Languages: Common and Elven
Bonus Languages: Draconic, Gnoll, Gnome, Goblin, Orc, and Sylvan
Favored Class: Wizard
If raised in the standard Orc culture:
Automatic Languages: Common, Orc
Bonus Languages: Dwarven, Giant, Gnoll, Goblin, Undercommon
Favored Class: Barbarian
