does anyone know if a wizard/sorcerer can cast spells whilt wearing claw bracers, as i cannot find any rules with say you can or you cant.

I can't answer about the bracers (no book handy), but I can tell you that weightless armor will still be bulky and restrictive - and still have an armor check penalty, even if it's a lower one than normal.
Each type of armor has a different arcane casting penalty, so some of the lighter armors may have little to no penalty once rendered weightless.
I didn't notice that enhancement in the DMG, so either its out of another book or you're ad-libbing that...but that's how I'd run it without having read the enhancement directly.

i cant remember which book weightless is in but it is one of the core books.
but i remember it is a +2 enhancment and it makes you armor weigh nothing and the armor check penalty is 0.but that wizard wearing claw bracers and casting at the same time is bathling me.
The only "core" book with magic items in it is the Dungeon Master's Guide and I don't see anything with that name or effect in there.
