I don't recall exactly where the connection between those two levels was listed, but I can help with the other question you asked. Typically in D&D a "lower level" is judged by how far it is from the entrance of a dungeon complex. It could be physically lower, higher, on another plane, or whatever - actual placement in relation to other levels in irrelevant.
Traditional dungeon topography had a top down design & this terminology made perfect sense (think Diablo) even if it can be a little confusing in more complex dungeon settings. So the Chambers can be a "lower level" than the Statuary even though they are "upstairs".
