One of my players (a barbarian) wants to become a full silver dragon. Please help!
The easiest way is to have your player begin a new character and use the metallic dragon monster class progression for silver dragons in Dragon #320.
The second-easiest way is to just say that he's been a silver dragon all along (but shapechanged into humanoid form) and have him swap out barbarian levels for silver dragon monster class levels (presented in Dragon #320).
A less-easy way involves ritual transformations as laid out in Savage Species.
I heartily endorse the use of the silver dragon monster class progression as printed in that article. :D

I don't recall seeing anything in the Dracanomicon that would allow a non-dragon become a dragon. It seems dragon is pretty much either in your blood or its not. There are Dragon worshiping prestige classes though. That might be kind of close.

In Draconomicon, on pg. 141, there is an article called Dragons as Player Characters. It's got all the stuff you need when you turn into a dragon. Just for future reference. On pg. 123, is the prestige class Dragonkith. Depending on the level of your Barbarian, you could trade out your levels of Barbarian for levels of Dragonkith. Then when you reach the end of tenth, they could do a natural transformation into a dragon. You could also create a story where he has these weird dreams, and when he wakes up he's changed a little, and you could do this over the course of a week game time. I don't know, you're the DM. ;)

Ever thought that maybe his deity or some other deity decides to punish/reward him and use that as an adventure twist. After that then use the other sources listed above, Dragon Mag, Draconomicon, or Savage Species to handle the details.

Another way you might be able to do it is if you used a powerful polymorph spell and make an exception to make him able to use a Permanency on it to make him permanently a dragon. The only problem with this is that someone might be able to use a Dispel Magic spell or a Break Enchantment spell. Or if you are meaner you could have this be a weakness for giving him the exception on the Permanency spell.
Well, hope I could be of help.
P.S. This might be an easier way of becomig a silver dragon than the others listed above and wouldn't make the PC have to make a new character :)

There are some rules in Savage Species (pages 149-150) for using ritual magic to trasform yourself into a monster race. Most of them involve trading class levels for the monster's starting ECL. So (for example) if you wanted to transform a human into a very young silver dragon, you would need to trade off 14 class levels (the ECL of a very young silver dragon, 10 racial hit dice with a +4 level adjustment).
I have never heard of anyone acutally using these rules, however, so you might want to be careful with them.

Sounds like it has munchkin plastered all over it. Is this something that you as a DM want in your game. Dragons as PCs can reap havoc on a campaign not designed for draconic characters.
Just cause a player wants to do something doesn't make it good for the game.
I'd suggest against it.
On the other hand...
DARK SUN had a ritual in which a person could become a Dragon. This goal might make a good campaign, but the transformation would be around 18+ level.
You could always let the PC play a Wormling or a Very Young Dragon, perhaps that is being raised by one of the other PCs. Take into account the adjusted level of a dragon though or you'll lopside the game.
