Quit simply, drakes are a WHOLE other class from the dragons, though the real difference is that they are mainly smaller they have only been in tiny doses in 3.0 and 3.5, only recently there have been 2 drakes in monster manual 3 and 1 or 2 in draconomicon, i believe this should be the time of the drake to finally show its muscle, give us more drake beasties we could fight or train or somehow you can make a prestige class based off one, etc.
