I go to 7-8 Cons per year as Player/GM. Pathfinder is currently my favorite game to play. Pathfinder definitely doesn't have enough materiel to cover all those slots every year. Which tho I wish there was more I understand only so much can be printed every year. And between GMing Stuff and playing other systems, I still sometimes find my self with the Odd Slot open and no game to play(this can especially be true at smaller cons). I have found that Pathfinder games usually will try to get me in a game (even If I have played them before). This consisted of 3 choices:
1) Sit bored for the session.
2) Playing an Iconic character(which I have found most unappealing as once the party realizes he has no shelf-life beyond the mod, he becomes the guy who tries all the thing that might be dangerous, and I cant really argue with them, as I have no real attachment to the character). This doesn't help the game at all in my opinion, but it seems like the path you have chosen you prefer to see at gaming tables.
3) To play a different character other than one I played that mod with as long as he's a different faction.I like having to play a different faction as if I do recall the mod(there 50/50 chance of that) I have something new to do and even tho I have to keep quiet about some things. As I contribute to the success of the Mission, risking death, and using Consumables, I would feel Slighted getting no XP/Rewards for my undertaking.
I feel you are doing a disservice even punishing folks who have come to really like your game, and play it often. Saying well you played this character to 5th level now, you can play him this mod, but you could be killed, and you get no rewards is making me feel like I should just not play. or telling store owners well create an atmosphere where turning away people is better than letting them play a second time, does not as player make feel inclined to keep planning to go to gaming store X for the night only to find my self going back home as I already played the mod that the other 5 people didn't play. AS I feel getting some GM credits will be nice, that wasn't really an issue and wont help me at all when I'm at a con with nothing to play.
