Rival rebellion - I'm considering reskinning Luculla's group as a rival rebellion group whose methods are diametrically opposed to the PCs. The thought being it keeps the rebellion motif through this section and real life revolutionaries often struggle with in-fighting. Did anyone else do anything similar?

I know this is too late for you, but for any future GMs, I considered these being Hero points if you are using that system. We don't, so I'm just giving them an extra Favored Class point to distribute as they see fit for their character.

OK, Ex-Asmodean reads this way: "Choose one: you gain a +1 trait bonus on attack rolls and weapon damage rolls or you gain a +1 trait bonus on the save DCs of your spells against agents of House Thrune and worshipers of Asmodeus, including most (but not all) devils."

How widely do I apply this for my PCs? Do I give that to a PC when they fight the Chelish Citizens thugs? What about Dottari? How do I know who worships Asmodeus?
