Some options come to mind
- sell them for Skymetal bits at a high enough real dollar cost to limit numbers
- make access a reward for participation in a dev run PvE event
- make the certs something that drop rarely at random in PvE
A reward for a community event would be good. I don't think it necessarily needs to be run by the developers though if the community is organised enough.
The Gaiscioch social gaming community used to run weekly server wide community events in Guild Wars 2 called The Great Tyrian Adventure. Each week Arena.net would give the event leaders rewards to hand out in a raffle run through the servers website. Not only did Arena.net hand stuff out, but people would donate items to the organisers which would also be handed out each week. It got so big that they were handing out Legendary items (painstakingly crafted by event organisers) at the end of season events.
