Yes, you'd have to repay for crafting prices (1/2 market value, though perhaps slightly less since you already have one of the needed materials but that GM discretion).

As far as I can recall the only item that you can recharge is a staff (which is done during spell preparation time).

That being said since the wand in question is an bonded item you can just re-enchant it after you blow all the charges.

The ability states you may take it multiple times but it does not give it to you for free. So yes the consensus thus far is that it does not grant an additional two combat feats.

That is true isn't it, I haven't looked at the feat in awhile since as you stated rogue talents aren't very good.

The animal knows the bonus tricks automatically for it being an animal companion. You have to teach it, or have someone else teach it, additional tricks it can learn by the grace of its intelligence score. Of course this can probably be done prior to game if your character put a rank in handle animal or can afford to pay the training costs.

No it doesn't, the swashbuckler archetype only allows you to be able to take a rogue talent, in this case combat trick, twice. It does not give it to you for free at first level.
The only way to have combat trick twice at first level is to be a human and use both of your starting feats to take Extra Rogue Talent twice.

Those all seem reasonable, allows for a nonviolent tactic to remain useful later in the game.
