I watched Rudyard Kipling's story Kim (made into a movie) about England vs Russia during the 2nd Afgan war in the 1800's. The Brits get this boy who is the son of a British soldier and an Indian woman. He speaks Punjabi and English and they teach him to be a spy. They go into great deal in teaching him perception. In this case in the movie they put things on a table - coins, marbles, pebbles etc. he looks at them for a few seconds and they cover them over with a blanket and he has to tell them what was on the table. Then they take off the cloth and see if he was right. They keep doing this and keep changing whats on the table. Sometimes they sneak objects off too. Listening can be taught as well- also touch (Braille) taste/smell- wine tasting etc. Its all skill. Also watching for little changes in facial muscle movements to tell the emotions of people and also see if they are lying. The show Lie to Me is based off of a real scientist.

Dont know the Dark Sun but the Psionics Unleashed is a very good version of the old Psionics book from 3.5 :) I got the PDF and it is great :)

People arnt born evil in real life!? Yes they are! Its called being a sociopath, and it can be followed from the early life untill they start commiting crimes. Or conversly, go to work in big buisness or other places that have no moral contience. Personally for a fictional look at this I like to watch "The Good Son" with that Caulkin kid :)

Well, what gender is a fire elemental ? Or a protean or whatever. These Thassilonians and such were dealing with lots of outsiders and other magickal creatures...

And Aboleths were originally Psi creatures, maybe they used Psi to reproduce. They were Psi-gendered we have to mindmeld to mate...

As a side note... the Psionic Maenad is sort of still the Greek Maenad...
They were said to be wronged by some god in the past. Similar to the Greek legend. They are seafarers, also similar to the Greeks. They have a sonic scream which is also a Greek mythological thing if you look sideways to the siren. And Psionics is named from the Greek Psyche or Mind. And they have dark hair which is a medeterainean trend... Someone was thinking in that direction...

And then there is the Psionic options from Dreamscarred press, who just did 3.5 psionics over to Pathfinder rules :)

Slumber is not over powered, the Phase Spider can come in Invisible and Phased before the party knows their there ;)

Xephs and Half Giants are described as dark skinned and for Half Giants rangeing to Black. Half Giants are desert, and Xephs are often drawn with Dredlocks :) So we could have Tribal Kingdomes of them in the South of Sargava :) or East for Half Giants :) They both tend to be good and tend to be dark :)

Elans might be because of some ritual found in some book "man was not meant to know about"... I know, because of one of those ET groups that have landed for their own purposes and showed Humanity a better way in the forgotten past... and now there is a secret group of Elans that "Choose" who gets to be one every once in a while... "Help I .. Hey :)"

We dont have to use any of the Eberron stuff... but the "core" Psi races and things are way too much fun to play with... (Because they are so generic they can fit)...

The special organizations in the complete psionic handbook could have major chapterhouses in Absalom and some of the guilds could have started in Vudra or Tien. Some could have been started by Half Elves...
The Psi Families could have come from Humans that were Azlanti or even from one of the other planets in the solar system... Perhaps Azlanti that colonized the Psiworld... :)

The Quori of the Del Quor (not sure if I am spelling it write as I am going from memory) made it from the dreaming to Eberron and bonded with a group of Monks to make the Kaleshtar... well one of the original Quori went missing, so maybe she ended up in Vudra with a different group of quori and a similar group of monks and started
a new group of Kaleshtar... Monks, Psions and Psiwarriors :) With Irori, Zuoken and the Light as their fovored Deities :)

Vudra has lots of Gods so this is doable and they have lots of Psi...

Also Halfelves are said to be quite Psi endowed on Golarion...
