Plus, the changes to Slashing Grace make it specifically not work with two weapon fighting anymore. So you'd need to make each weapon Agile to keep dex to damage.

You are correct in assuming not. This applies to slave and other captives the PCs find, not ones the PCs make themselves. When in doubt, assume that these goals work off of opportunities that are already in the adventure, not ones the PCs sow themselves in order to farm objectives.

According to Additional Resources, "Archetypes: broodmaster summoner, clone master alchemist, gravewalker witch, pack lord druid, master summoner, reincarnated druid, sanguine wildblooded, synthesist summoner, undead lord cleric, vivisectionist alchemist archetypes are not legal for play." (bolding mine)

So no, vivisectionist is not PFS legal. However, the vestigial arm discovery is legal. So that part of his character is OK.

These kinds of questions are easy to answer if you check the link above for Additional Resources. It lists each book and what is either allowed or not allowed in them.

As the feat Quick Draw states:

Benefit: You can draw a weapon as a free action instead of as a move action. You can draw a hidden weapon (see the Sleight of Hand skill) as a move action.

A character who has selected this feat may throw weapons at his full normal rate of attacks (much like a character with a bow).

Alchemical items, potions, scrolls, and wands cannot be drawn quickly using this feat.

Normal: Without this feat, you may draw a weapon as a move action, or (if your base attack bonus is +1 or higher) as a free action as part of movement. Without this feat, you can draw a hidden weapon as a standard action.

Thus while bombs are allowed (as they are thrown weapons), acid flasks, holy water, alchemist fire, tanglefoot bags, etc cannot be quick drawn to throw more then one a round.

Why do you need Quick Draw? Fast bombs covers it:

Emphasis mine. I don't see why you would need Quick Draw since fast bombs lets you prepare and throw your full attacks.

Since the original bomb grants a Reflex save for half splash, I would think the secondary splash would too.

And Strannik, the reflex save is something specific for Alchemist bombs. You are correct that most splash weapons do not allow one.
