Great initiative!! I've to say Dragon #247, The rakasta article by Bruce Heard was simply fabulous!! What if Paizo received some letters from dragon readers telling them what the magazine meant to them all these years, could some selected letters(or parts of them) be published in the last issue? Thanks
that is assuming that catfolk are a 3e version of rakasta in the first place Well, they are not... As Mike already told several times, Wizards will not convert the rakastas and points us all to the catfolk as a substitute. Catfolk are not a 3e version of the Rakastas, they are a replacement, and a bad one... But that's probably just me... :)
Eeewww.... catfolk just... suck(no better word here) big time!! I rather use a homemade conversion.Catfolk are not allowed in my Mystara games!! They where extinct by the rakastas... ;)

You can use Catfolk for the Raskasta. It is in "Races of the Wild". Sacrilege!!!You will burn at the stake!! :) Rakastas have a very unique set of abilities that catfolk seriouly lack... I doubt rakastas will ever be officialy published and i don't understand why... The OP should probably do what many of us, Mystara fans, do and make your own conversion. ;)
Tortles actually returned about year or less before the Lupin in Dragon Magazine. It was in one of their much ballyhooed January issues of rehash and specifically on Mystara. Spot Check: How close are the new Catfolk to Rakasta? Every time i read or hear the slightest hint of comparison between "Catfolk" and Rakastas, my bones chill... Apart from being both "catlike" races they do not have anything else in common! Abilities and culture of the Rakastas are unique!An official conversion on one of the most emblematic races of Mystara is missing... Who cares if other "cat" races already exists, Rakastas are Rakastas! While i await for that day to come... (zzzzzzz)... i use my own conversion. :)

As far as I can tell, the enhancement does not change whether a bow is martial or exotic. And since you can apply it to any bow, the literal answer to your question is... yes. Hummm... i was under the impression that the elven bow was a weapon and not an enhancement to any bow...if so where's the cost for this enhancement?? No one else noticed the handbow? It has the same damage, critical range, range increment of the hand crossbow. It costs almost 10 times less,is a martial weapon and does not take a move action to load...
