They very specifically said that it is not. This Deluxe Adventure will not include a condensed ruleset, you will need Player Core to run it. It will contain all of the enemy statblocks (because Alien Core comes out later). Thurston Hillman did mention that a Beginner Box was a good idea, though, so we might see one later on.

Cover for this scenario has tags for Metaplot (Immortal Influence), Grand Archive, and Vigilant Seal, but those tags aren't present here on the product page. Should they be ignored on the PDF? For what it's worth there aren't any faction specific missions in the adventure, though the reporting website asks for the results of extra missions for both.

Nope, that would be neat, but this is just for standard society characters. Playing as pre-gens like that is more of a Free-RPG day kind of thing, I think.

It is just how they want the encounter agents arranged. The C is the individual the H represents the mooks (letter is from the higher tier) and the number of the H is the order in which they are added as the CP warrants.

Did anyone get a digital copy in lieu of the delayed special edition?

While that is the worst interpretation of the written text, it does seem to be accurate, as still no digital copy issued. Guess I'll wait until I could have purchased a cheap copy instead of a premium one.

First run of Q21 was about 1.5 hours (on VTT, so YMMV). They did manage to skip an encounter, so I can see 2 hours being the average.

It can be a lot, for sure, creating a Warhorn account, RPG Chronicles, signing up for new Discord servers and navigating those, not to mention Forge accounts and Foundry characters, character builders, character importers. And that's just Foundry, there are other VTTs as well. It definitely seems overwhelming at first.
I would say find a GM (or an experienced player) willing to help you out. I've helped many players with those steps and the nice thing is that for the most part, once you do it once, you're done (and/or it makes more sense for the next time). It definitely seems like a lot but I can get you from not even having a Paizo ID to being Foundry-ready in an hour, tops.
It definitely is a leap but there are folks out there willing to help.
