All. As most of you know. Halcorg and I are from Varisia. He is Shoanti and I grew up traveling with a Varisian caravan, seeing many lands and entertaining many along the way. I understand what you all desire to do here, and wish to help to assure that Rupert's vision is brought to fruition. However, I think that Halcorg and my place is not sitting in a chamber such as this debating, or ruling a barony from a castle on a hill. Our place is with the people, traveling and helping those in need. I would enjoy traveling with those seeking peace and diplomatic ways of bringing the Kobold lands within to borders of this new realm. After that, I would be very interested in traveling with Ti'Itza and Tepti to learn more of the lizardfolk and how their people live, and may become part of this land. Thereafter, I hope to continue wandering and learning all there is to learn of this land.
She pauses and takes a sip from her glass of wine.
Thus, I would like to renounce any claim Halcorg and I may have to any land hereabouts, but ask that we be free to travel in any barony that may be established without tax or other impediment. I ask that we be provided with a small home here in the capital so that when we are needed here, we have a place to stay. We shall retain the titles of Baron and will participate in all government voting when necessary, but other than that will be with the people, where we belong. Helping those who cannot help themselves. Telling fortunes, healing, teaching the arcane arts to those who wish to learn, using my magic, and generally making sure that the people of this land are free and that the laws of the land do not control the people, but rather that they assure all within this land are free to grow and live as they will without harming those around them.
With that, she sits back down to allow the other more talkative members of the meeting to continue their discussions.

She is not so much a blaster, but a non-summoning conjurer and a diviner. Her Harrower abilities can give some nice bonuses as well.

Why can't this just be logically decided. It would save so much time and headaches.
When it gets to discussing a replacement for Tatiana, she sighs.
Why don't we see how the people respond to Venetia and the rest of the new arrivals. They may love her, or they may hate her. There is no reason to decide today who will succeed Tatiana. We continue forward as you all have to date. Together we continue to make this land safe. We secure the borders with the Kobolds. If there are undead, we destroy them. Any other lands, we shall deal with.
The people will see that all of us are here to fight for this land. I only say that we make sure any successor be of the same mind as us. That they have supported and fought for this land. A leader demonstrating any less would look like a puppet, something that would not breed confidence in the government.

Not really paying attention, but catching the last statement by Venetia, Kiritta shakes her head:
Why should age matter. If the rest of the barons believe someone capable of ruling, then they should be able to rule. I would hope that the wisdom of the barons would be sufficient such that they would not elect a tyke, or any other baron incapable of ruling. Placing an age restriction upon the ruler is just as illogical as placing a restriction that only men, or no dwarves, or only people with the blood of the Brevian royalty can be ruler.
You all can put any restrictions you want on it, but I think this is beyond foolish.
With that, she turns back to enjoying the food before her.

Yeh, upper and lower house with the upper having more of the final say, and the lower being more advisory - drafting statutes, recommending judges, etc. Over time as the nation becomes more stable, then the constitution can be rewritten to change the balance of power.

I am new at this PBP stuff but I am a little confused. Play your character as you will don't get me wrong she seems interesting but she strikes me as more noble then world traveler.
Kiritta is a harrower, a Varisian wanderer. A vision brought her to Brevoy, and now to this new land. She seeks to help those around her and Halcorg will faithfully and protectively follow her almost anywhere. Although she personally is chaotic good to the core and would prefer no government at all, she recognizes (26 Int) that this will not serve the new nation with the opportunistic Bandit Kingdoms and Brevoy on the borders as well as all the other dangers, such as the dragon that the barons chased off.
Thus, she logically looked at what the founders had created and considered the governments, good and failed, that she knew of, and proposed what she believed would work best for the nation. However, she has no interest in being tied to one place. Owning a home in the capital where she and Halcorg can return to when necessary is one thing, being beholden to a fiefdom with the requisite requirement that the servants, workers and citizens are her responsibility is not something that she wants.
In other words, if the land is threatened, she will be there, and may well be the one to provide the warning with her focus on divination, but as far as day to day responsibilities goes, she will politely thank those offering and turn them down.
She will take the title of Baron and work with the government to see that the general good is the focus of the land. But, she will not be the one overseeing trials and day to day affairs. Heck, she may be on the far side of the world half the time. However, since beginning with next level she will be able to cast Teleport, she should be able to be back in the capital for meetings or other requirements of being a baron in a matter of minutes.

In my opinion, we have spent the last 6 months fighting and clearing the land about the town. The town, after 6 months, likely consists of a few homes, a general store, probably a chapel of some sort, probably to Erastil, possibly another. A few more merchants have likely set up shop, a cooper, tailor, blacksmith, tavern. And that is probably about it. We have never discussed a form of government and although Tatiana has been nominally the leader for this period, Halcorg has always known that Kiritta would return, so he has never really felt he was anything other than a baron in her stead. In other words, the government has been unwritten and pretty much the will of the barons. Most of us are good, so I imagine that this rule would have been fairly even handed, but it would have been, nonetheless, mostly rule by strength of arms, with the Barons having the most strength.
It is not a huge area, but as has been mentioned, Oleg Leventon has not visited any meeting. Most of out time has likely been about how to respond to bandit and other attacks, how to pay for the military and rangers who patrol the area, and what area to focus on securing the area to get it ready for being settled, mostly by farmers and woodsmen.
If the town is much bigger than several hundred at this point, I would be surprised. Perhaps there has been more war in Brevoy than I am aware of and people are fleeing, but medieval war is not the all out war we have today. I do not think that civilians were usually targeted. Thus, I cannot imagine that there are thousands of refugees arriving. Most civilians would have simply stayed inside and waited to see who won the war and would have then shifted their allegiance to the new lords.

In my view, while the cohorts have been recognized as barons, this was solely because their mentors/seniors were not present to actually take the place. Halcorg never intended on being a lord, and really, Kiritta would not wish to do so either. She is a traveller, traveling about the land and teaching others while increasing her learning of all subjects. She would not mind having a home, but would not want the worry of taking care of a huge estate. She would probably make a terrible minister of magic or similar role, although she is smart enough to work this out and find people to run any magic schools or department of government that oversees the arcane.

I guess at this point from a player's prospective, I am sort of confused. I think that this is why the KM rules are set up the way they are. Choose a building, build it. Choose some more land, incorporate it. Choose a governmental alignment, voila you have a government.
While the nitty gritty of the specific form of government is fun, all this arguing and discussing is going to get really old really fast. Especially if we have to spend time voting and politicking. It is clear from the posts of others that either I have no clue what has been going on, or we have a lot of people with completely different views of what has happened. It is my preference that we simply decide in the OOC how the government is going to go. Otherwise, we are likely to spend several RL months arguing over who gets what post and how the government is to be formed. If others wish to do this, that is fine. However, if this is how the campaign is going to be run, then it might be best for me to step back rather than end up in the middle of political chaos.

After Venetia speaks, Kiritta stands up, her long multihued dress flowing about her.
I am Kiritta Narvagoth. You all know my husband Halcorg. She looks at him sitting stoically next to her.
We hail from Varisia. I am a Harrower and was brought here by a vision that this was where my fate had been directed. I have no ties to Brevoy or Restov or any noble house in this land. I use my knowledge to learn all I can of a land and to understand all there is to be learned. I did not intend to insult those who created this land or to infer that this was a lawless land. Rather, my intention was to propose a method of solidifying the rule of this land.
She then looks over at Seraph and Maria, who seems to be supporting Seraph.
While rule by the commoners is a noble ideal, and something that I believe should be in the future of this land. However, at present I foresee this as being a dangerous method. This is a nation with nearly all citizens, other than those few from the Leventon lands, are new to the land. Many are itinerant peoples who are just as likely to remain here as to leave for other supposedly greener pastures. Until we have secured this land from threats, giving control of the ruler of the land, if only in part, to the common folk is an ideal fraught with peril. Perhaps in ten or twenty years when we have secured our borders and people are voting with confidence, rather than fear of attack from the north or south, is a time to amend a constitution and allow the common folk more voting power. But, until then, the absolute rule should remain in the hands of those who brought this land into existence.
She pauses and takes a drink.
As others have inferred, if we were to allow the common people to vote, who is to say that agents of Brevoy or the River Kingdoms would not use agents and money to influence the voting to place a puppet on the throne? If the majority wishes such a system, I shall not stop it. I just wish that others consider this before a rash decision is made which we all regret.
Once she finishes, she sits back down, not paying great attention to how her statements affected others.

He uncovers the cart he is carrying. Inside there are documents of trade, gold bars, gems and other resources to colonize the Stolen Lands. All of you grow silent at the wealth and promise of what he is showing you.
"I took them from where we had them, and the troops of the Dragonscale throne should be here to reclaim them in less than an hour. We can't move them quick enough, so they will catch us here with it. So I ask you again: What are we going to do?" I did not mean to change anything, and the speech can take place at the dinner just as easily as at any other time. I was actually typing this when Tatiana ninjaed me with her post.
However, I am not really sure how this changes anything. Remember, Kiritta would never have heard the will read as it was done after the transfer to the First World. Nonetheless, what I posted pretty much is exactly what the will requested.
And, the kingdom for six months has probably functioned as a wild west town. Some nominal policing and guarding, but not really enough time to establish a rule of law, especially if none were written down. You have to recall that the cohorts consist of 3 rangers, 2 oracles, 1 summoner, a carnivalist and a cavalier. All good people, but not exactly a group that is likely to take the time to sit down and draft a constitution to run the nation. Yes, I am sure that laws have been enforced, but whose laws? What Kiri is trying to do is to get everyone to agree on a fixed set of laws that are our nation's laws, not Brevoy or Cheliax or Qadira or some other nation. I do not think that this has been done and I would think that doing so would help to attract more settlers and greatly increase the growth of the nation just as the US Constitution lead to the expansion west and the incorporation of everything other than the original 13 colonies.

Realizing that his fledgling nation seems to be running high on emotion and low on logic, Kiritta, with Halcorg usually standing but a few paces behind and not willing to let his recently returned wife get out of his reach, let alone his sight, begins to start to attempt to set some order.
She calls the barons and returned nobility together.
After seeing what happened today, we need to have a constitution that will lay out the laws of this land. I personally could care less about most laws as long as people are not hurting people. However, this is a nation and there must be laws as guidelines so that people can live in their homes feeling safe and knowing that the military, or some crime lord, or their neighbor, cannot just come charging in and take over. We need to set forth punishments so that when one steals or kills, the punishment for each crime is set forth and the manner of trying such acts is known.
Next, we have the big issue which seemed to create most of the problems today. The rulership of this land and what to do about Rupert, Anando and Alexandra. I propose that a small portion of the funds provided by Rupert to found this nation be set aside in trust for Alexandra, should she be found. This money can be used to build a modest estate which shall be run by Anando as the trustee for Alexandra. From these assets, Anando shall be able to retain spies, adventurers, and others to seek information on Alexandra. In addition, Janus and I can use our magic to aid in the search as necessary.
For the rulership, we must decide what is to be done. Rupert is no longer here, and while the nation is founded in part on the assets that he bequeathed to us, it was the hard work of our companions, the Barons, which freed this land from the ravages of the creatures and evil which existed here before. Thus, it shall be the Barons, with our assistance, who should decide how the ruler of this land is to be chosen. There are many ways such as skill at arms and magical battles, which have been used in the past. But, I do believe these are the way we should do this. Otherwise the ruler could easily be the biggest and strongest idiot who can wield a sword, or some practitioner of the dark arts.
I propose that a class of barons, we shall call then senior barons or perhaps dukes, shall elect a King or Queen every two years. A sitting ruler may seek reelection, and any other baron may challenge him for the throne. A sitting ruler shall have all powers granted by the constitution until his term is up. If a ruler dies, a new ruler shall be elected. If a ruler is abusing his powers, then the barons can convene an impeachment proceeding and if 2/3 of all barons allowed to vote, vote to impeach the ruler, then he shall be impeached.
Once a ruler is chosen, he shall appoint individuals, who may be barons or other lords, but need not be, to fill the various important roles of the land. General, Magistrate, religious overseer, Warden, chief of economic development, chief arcanist, and many other positions. These appointments shall be voted on by the barons to provide protection from a ruler placing cronies into positions which might endanger the land. In addition, the barons may impeach any of these individuals if their actions are so warranted. I would hope that each new ruler would continue to employ those appointed by his or her predecessor, unless some great need required the replacement as the stability and continuity of the government is key to keeping a nation strong and acting as one.
After finishing the longwinded speech, Kiritta looks around the room to see what the others thing of this approach.

Ok, a few things.
First, the Will is just that, a will. A Will is a contract directing people how a person wishes to have their estate handled after their death.
Next, unless Alexandra is under a certain age (in the US it is usually 18 or 21), then the Will would have no control over her directly although it could restrict the use of money until a certain age, or until certain things were done.
What we need to do:
We need a constitution, I really do not think that one was ever created, and throughout history, almost no "Monarchy" has ever had one as monarchs usually rule through the power granted them by god. Which leads to the question, what type of land do we wish to have? A Monarchy? An Oligarchy? A democracy? A constitutional monarchy (like England)? A theocracy with religious rule?
I propose a constitutional monarchy. The constitution would at least limit the power of the barons and define how they are allowed to act, at least somewhat. It would include such things as:
1) The ruling "King/Queen" is elected from among the Barons, or senior Barons if the number of barons exceeds a certain amount. The King/Queen is elected by a majority vote of the barons present to vote, with a minimum number necessary, probably 2/3 of the total barons, to form a quorum.
2) The King/Queen shall sit for two years at which time there will be another election if another baron wishes to challenge for the position. Also, the King/Queen can be impeached and removed from the throne by a vote of 2/3 of all the barons.
3) A system of court/magistrates shall be established. Great crimes, those with the penalty of death, shall be decided by a jury which shall include a majority of the jurors being non-nobility and non-judicial servants. (The other jurors can be nobility or professional jurors such as is used throughout Europe.
4) A code of laws shall be written - no, I do not expect this to actually be done in the game as it would take far too much time. The barons shall have to follow the same rules as every other citizen of the land.
5) While it is a land of law, the laws shall not impair the free will of the citizens. The creation of a good and free nation is the goal of the constitution and if laws are passed which can be used by one citizen to harm another, then these laws may be challenged in the courts.
Just a few thoughts. If we establish a constitution like this, then the "Tatiana is our only queen" issue is of less import as the population would know that the King/Queen is in the position for only so long as he is in the good graces of the majority of the barons. This would also allow for an easy transition to Venetia or Alexandra when the time came if the majority of the barons believed it was a wise choice.
This also allows us to create lower level non-voting baron positions, perhaps just title them Lords, or elevate the senior voting barons to the rank of Duke or something like that. By doing this, it eliminates the need for DM Grimmy to have to worry about new "barons" and how they might vote if/when we get to that point.

Suddenly realizing that this is all breaking down into chaos, Kiritta casts a quick flying spell, flies up about 20 feet so that she can be seen and calls to the people.
Diplomacy: 1d20 + 15 ⇒ (10) + 15 = 25
STOP! We are friends. Those you have accepted as barons are our companions. Halcorg is my husband. We are not dethroning anyone. Until we and the barons have spoken, nobody is becoming the new Queen or King or Regent or anything else.
She then looks toward those attempting to drag Tatiana and Anando away.
If anyone attempts to abduct someone or raises a weapon, I shall see that they are frozen in time until the magistrate can rule upon their actions. And, if I cannot stop them, I guaranty that Halcorg can.
With that, she folds her arms and stares down at the gathered throng daring someone to be the first to test her.

Edeldhur, sorry to see you go. It has been fun playing up until this point. I hope that your new job helps you in RL, and that you are able to keep playing PF, on pbp and in RL, as much as possible. While I cannot speak for the others, if you find that you need to pick up another game, please look us up. I expect that this one will keep going for a while and having another Wizard/Ranger combo is always fun, even if playing the same classes has resulted in completely different builds and characters.

Unlike the others, Kiritta has no problem spotting her husband, standing well over 12' tall, he is hard to miss amongst the wrecked buildings and the corpse of the gigantic owlbear. Deciding that mischief is always the best recourse, while her companions quickly run toward the town, she casts her own enlarging spell as well as a flying spell. Then moments later she shoots over the heads of the other Barons and crashes into the towering form of Halcorg. A massive hug and kiss ensue, with the ever stoic Shoanti ranger turning rather red from embarrassment in the process. After a minute or two of embracing, the spell causing Halcorg to be so large begins to fade and he shrinks back to a more normal human size. Kiritta laughs.
So, this is what it feels like to be you all the time.
She then ends her spell and also shrinks back down to normal human size.
She then looks to her companions, all of whom are getting reacquainted with their old friends, some more actively than others from the look.
A nice town you have here. Seems to have some trouble with big vermin though.

Yeh, I need to figure out how to get my save DCs up. My level 1 Conjuration save is currently 23. Decent, but there has to be a way to jack it up more. Some luck with the Harrower dice can raise it a bit more as well.

Thanks - I will probably go with the Mythic crafting. Perhaps Enhanced Magic Items in a few levels.
Corsario - thinking a few levels ahead here. Would you all me to use the Mythic Crafting and combined Wizard/Harrower levels to qualify for the Staff-Like Wand arcane discovery? Technically the prerequisites are Craft Staff and Wizard/11.

I like:
Perfect Preparation and Rapid Preparation - almost turns me into a Sorcerer with unlimited known spells.
Other option are:
Enduring Armor - probably better at later levels when the tiers stack more and just make some Bracers of Armor right now
Crafting Mastery - I already have Craft Wands, but this would essentially give me all the crafting feats. Although crafting is usually frowned upon in Kingmaker, I think that Corsario has said that it is fine here.
Arcane Endurance - longer spells are always good (adds 4 rounds to duration of all spells)
Abundant Casting - effecting more creatures with spells is never a bad thing
Enhance Magic Items - makes wands and potions more effective, only would be +1 CL at this level

How many players are actually still in this campaign? I have the threads hidden as there were 3 or 4 of them which really clogged my campaign thread being idle so long. If you all want one more pair, I am around as always. If the party has enough, then I am good as I have a ton of other campaigns that I am in.

I think we should quickly search the ruins to see if anything of value remains. Then we need to make for Slobada as fast as possible. I have some magic which might speed things up, but it is going to take days at best. And I do not know what dangers may lie between us and home, but if that dragon is any indication, they will not be simple.

Despite my earlier decision, I am still around. I need to level Halcorg, but will try to keep up with the pace. If this game really picks up again, I might have to pull out as I am in WAY WAY to many campaigns, but I want to see how the Mythic stuff works and really want to play a Kingmaker. I am in another one which I loved, but it has effectively stopped at this point since we are only getting 1-2 posts per month from the DM.

All, I think that I should step back from this campaign. I understand that it is sort of floating right now while Corsario attempts to get consistent Internet. However, I know that the plan is to have a fairly high quantity of posting, and I think that running two, three with the animal companion, characters in a single campaign will be more than I can handle between work and far too many other campaigns. Please feel free to use Kiritta and Halcorg as NPCs in the campaign, or to have them wander off wherever Harrowers wander to.

I think that you misunderstand these vile evil creatures. Dragons live centuries, far longer even than the oldest of elves. It will return to its lair stew over its loss to us here. Then, it will begin to harass us and those who will eventually populate Slobada.
Eventually, we are going to have to fight this menace again, I just hope that we are prepared when this occurs.

I do not think that I should have been able to be hit, I cast Fly in the first round and should have been 20 or so feet in the air watching for the dragon.
Kiri grins as the dragon appears. Drawing on dark magic that she abhors, but knows may be necessary to cause the defeat of the dragon, she calls upon necromantic magic to defeat the dragon.

On a similar note, I will be on vacation with the family from Friday afternoon until the Saturday after Thanksgiving. I will have internet access, but my time to post will be greatly limited. Probably a little in the morning and some late at night. During the day will be spotty, and probably via phone. If I am holding things up, feel free to DMPC me. Halcorg will try to track down the leaders of the bandits and Kiritta will cast spells as needed. Edeldhur knows what her real plan is if the dragon should appear.

Lol - it seems that players using Herolab in like 4 of my campaigns are having problems at this point. I have never even tried it, I just make all my characters by hand.

That is why my DC is so high - Spell Focus(conj), Greater Spell Focus(conj), Mythic Spell Focus(conj) - total is +4 to DC, makes for a rough time in the Black Tentacles and Pits.
