Stuff to try:
Findplay, a database of players organized by city. Maybe there are a dozen local people just waiting for you to organize them.Do a google search for forums set in your home town (or a nearby one). Join and kibbitz about gaming until an opening comes.
dnd.meetup.com-- lots of entries, searchable by zipcode. Become a meetup coordinator if your area lacks one.
Visit your local college (the closest to you) and see if they have a games club, a sci-fi club, or anything similar. Stop by for a meeting.
Ask your brother if he knows anyone who'd like to try roleplaying.
Be "out" about gaming; put a Go play sticker on your car, carry a game book with you to lunch. There are a lot of gamers who got out of gaming because they couldn't find/keep a group, but would love to get back-- for nostalgia, if nothing else. Heck, idly roll a d20 on the table at Jack in the Box-- if someone recognizes it, you've got a conversation starter.
Try the gamestore thing again; make your advertisement a blurb for a specific cool adventure. Include tear off tags with your phone number or email, so the people without pencils & paper can still contact you.
