oh I must have missunderstood Ryan's post then I figured that he meant that early in EE they will grow in power when attacked most likely to to the smaller amount of players and players still starting out so that the wilderness hexes way out there that would take time to get to and explore wouldnt be too powerful for player expansion when they finally got that far out. Then later in EE when players are more or less spread out through the world and a bit more seasoned and organised the EC would switch to becoming more powerful when left alone. The EC thing just kinda got me a lil confused when you talked about both happening at once

In regards to the "stolen item" flag on goods
I may be way off base here, but I was under the impression that the rep system was more of a way that GW game up with to discourage griefing and as a way to reward playing the game as they envisioned. Where is loosly tied into faction but mostly a mechanic in and of itself. - A question in regards to unrest -
I would think that it would be considered praiseworthy if a small band of bandits managed to successfully sack a well guarded transport, wherein the overcame great numbers through stealth, subterfuge, magic, and or some high-flying acrobatics. Even then mostly by other bandit types. I also do not see how making them hostile to all is the same as marking them as a griefer.
oh i just wrote in lawful as an afterthought when writing it. I guess good is more likely a better requirement as opposed to lawful since it would play upon the individuals morality As to being made legal or illegal i would figure that it is subject to the same rules and regulations as any of the other actions mainly just putting an idea out there for considerations and as sort of a middleground the the discussion of a 3rd party coming across a SAD in action
@Bludd Would a Cease and Desist(CAD) flag to stop your SAD action be a worthwhile mechanic if it gave the options of either ceasing your SAD or to continue with the SAD action with the one initiating the CAD flag as a viable target? (CAD being restricted to the lawful alignment) not sure if that helps or just makes it too complicated
