Let Fate Decide (Ex):1 At 1st level, the Sczarni swindler can declare two different actions that rely on different types of rolls or checks, such as attacking a creature (an attack roll) or sneaking past the same creature (a Stealth check). As a standard action, the swindler then uses a random method to choose one of the declared activities, such as flipping a coin, rolling a die, or drawing a harrow card. The specific method doesn’t matter as long as there is an equal chance of either activity being chosen. If the swindler then performs the chosen activity within the next round, she gains a luck bonus on the roll type required for that activity—attack rolls with a specific weapon, a specific skill check, a specific ability check, or a specific saving throw—equal to half her rogue level (minimum +1) for 1 minute. If the swindler performs any other action (whether declared or not) in the round after using this ability, she becomes shaken for 1 minute instead. The swindler can use this ability a number of times per day equal to 3 + her Charisma modifier.

You don't run into many Sczarni in Cheliax. Hell, I sure haven't. But it's not like coming here was my first choice. I blame those idiots in Magnimar.
The plan was simple; I was gonna grift one of the biggest names in the Sczarni. Reputation was everything to the guy. If word got out I'd gotten the better of him, his life would be forfeit, and I'd use that fact to pt myself into a prime position in the family. All I needed was some money to start. So I borrowed it.
But somehow, the guy found out ahead of time, and I lost everything. Needless to say, it was time for a change of scenery. So I hopped the first boat out of Riddleport, and ended up in the Silver City. And lets just say that fortune seemed to smile upon me here. It was a town full of the rich and stupid. I was set to make a killing.
Then, a year after I arrive, the lord mayor goes missing, and a new guy's in charge. At first, I didn't mind; folks were so angry at him, they became even easier to scam. But then the crackdowns started happening, followed by that damn curfew. Now, I'm getting kinda agitated. It's getting so a dishonest business man can't make a dishonest living no more. And I'll be damned before I stand for that.
Personality
Spoiler:
Felinder is a man who tries to never allow himself to be burdened by choice. He's more than happy to leave the direction he takes up to the fickle whims of fate and a lucky coin flip. He takes pride in being unburdened by such things, though this often represents itself as disrespect for law and order.
That said, he is not stupid. He still realizes that money makes the world go round, and so is more than happy to relieve others of their hard earned gold(with the logic that stealing it is just another day job) through gambling, pickpocketing, and other schemes. What he can't gain through a few dice rolls, he gets through a winning smile, and what he can't get with a winning smile, he simply takes when nobody is looking.
That isn't to say he's without morals. Felinder would never scam a child, or try to take money from someone he considers poorer than himself. He also holds a peculiar form of chivalry, willing to step in to aid any beautiful woman(or handsome man) who catches his eye.
Wait, Why Would This Guy Want To Run A Rebellion?

Felinder is more than happy to help reignite the Silver Ravens. He has 3 main reasons for this.
1. Felinder likes to be in charge of things. He takes pride in his ability to sway people to his causes, whether he truly believes in them or not.
2. Felinder's long term goal is to set up his own criminal gang in Kintargo, something big enough to keep him wealthy and strong enough to keep the Magnimar Sczarni from coming to get him. The Silver Ravens would have to make many underworld contacts to survive a rebellion, and Felinder is more than happy to start building his report with them now.
3. While he'd loath to admit it, Felinder hates what Barzillai represents; the victory of a poor choice over fate. The House of Thrune gave away their fates to the denizens of Hell, and he'll be dammed before he allows them to take away the fates of anyone else in the town, especially himself.
