More like that's the level of power full casters already possess at that level, it just isn't allowed to impact the setting with mass destruction.
You send a 19th level sorcerer bent on mass murder into... Say... Magnimar... And by the time he's done it might as well have been blown up.
In Pathfinder, a 19th level wizard is able to pull that off. In 3.5e, there exist published spells that specifically achieve that.
However, in 4e that kind of power is impossible. In 5e, it seems barely possible (and would require a bunch of magic items to pull off).
It seems there's been a downward trend of wizard power-levels. If it makes Razmir's antic unachievable, I would be sad.
