He let out a low whistle and before saying with wonder, "We knew the enchantments were powerful, but this has come as something of a surprise. Do you know what other properties it has? I've read that some Mythals are supposed to prevent ageing, others interdict undead or planar travel. I guess whatever the properties it didn't stop the city from falling, so hopefully nothing that will overly complicate the campaign to retake it." Von Urslingen isn't intending to dismiss your concerns although it probably came across that way, rather he's tired, there's been so many other problems and this just seems too big... ![]() Councillor von Urslingen had a sharp intake of breath when Azarra suggested borrowing a lot of money. Still his voice was even as he replied, "We would have to discuss the prospect of bidding for the orb with the others. I very much doubt you'd get any money back from Valint and Balk, they've been known to employ teleportation devices... The orb will likely be on display so in theory it could be snatched but we'd need to weight this up against picking a fight with a ruthless and well resourced mercantile house. As far as Cardona's diplomatic mission goes and Delenn's request, this would need to come first. Even Cardona would agree with that I'm sure." Some additional OOC context: The councillors haven't openly said anything about Talia's status as a harper, but they seem to know of her and apparently implicitly condone her actions. ![]()
![]() Shaking his head, von Urlingen sighed, "And this report of an auction - slaves, enchanted weapons and possibly an orb that is a siren call for evil dragon kind. It just gets better and better doesn't it? Worst thing is it could be real, when the city was lost last century a flight of chromatic dragons was involved. They don't just come from nowhere..." Looking old he and tired (by now it was late) he turned to you and said, "I think you can guess where this is going... It seems we desperately need your help once again, to infiltrate the lower castle ward, prevent the sale of this orb and if possible free the slaves. In addition we would like you to try and open the door from the inside, to let our forces in. This will be incredibly dangerous, and if you do manage to open the doors I fully expect there will be a terrible slaughter, they rely on the stout walls overmuch." ![]()
![]() "It dissolves flesh leaving naught but a bare skeleton in a few minutes, even a short immersion is usually fatal however since the corrosive fluid quickly seeps under the skin. Wood and other organic materials are also attacked. It's like a powerful acid except metal is only corroded slowly. Glass and rocks are impervious." replied Von Urslingen at once. ![]()
![]() Waiters appear carrying bowls of lightly spiced roast parsnip soup, which are placed before everyone at the table. It smells way better than such simple fare has any right to be. Once the first course is set, von Urslingen explains "We have agreed to bestow the title Knight of Phlan to anyone who helps rid the city of this menace. This title comes with a stipend of 500 gold per person per year so long as you may live and a large villa. We've just pushed the northern boundary back 100 yards and some very nice properties have become available." ![]()
![]() Von Urslingen nods as Azarra explains about the waves of undead you battled through and he pays very close attention when you describe (At least I assume you do... ) about the Orc Necromancer and his fate. But when explains about the vampire children the color drains from Von Urslingen's face and he mutters, "Gods there have been so many orphans made by the war... To think that many of them had such a grizzly fate. One that we might have all shared! Wow. We must fetch Braccio and sanctify the area." When you describe the staircase leading up to the Rectory of Waukeen, von Urslingen remarks, "Oh really? There has always been talk of tunnels since long before my grandfather's time, to actually find one! I suppose it makes a twisted sense that of old the high priest of Waukeen had a secret passage leading to the temple vaults. I think I mentioned before but the graveyard used to be the a temple, long ago. The council have long suspected a tunnel might have been used in the invasion, the walls have spells in them that anchor teleportation to a secure location yet agents seemed able to slip in and out as they saw fit... The only other explanation of course is treachery, but there was never any evidence." He ponders for a few minutes, "Well we'd better talk to Morven, I imagine the little toad is hopping mad. Whether he knew anything about remains to be seen, but it will be difficult to question him due to Cardona's patronage..." Ready to see Morven? ![]()
![]() Von Urslingen was in his council study pacing when Zane found him looking pensive. He brightened up when Zane knocked on the door and called out, "Oh The Watchers of Dawn! I do hope you have good news, things have been a bit tense here. The Zhents have been rattling their sabres and we've had a family try to cross the Stojanow in a row boat for a picnic..." He seemed utterly aghast at the idea, "They had little ones with them, and well they mistimed the tide and the taint came... Awful absolutely awful, their screams could be heard across town. Something is going to have to be done." If you remember the Stojanow river is tainted and it rapidly dissolves wood and flesh. It also dissolves metal albeit slowly. Only stone seems immune. ![]()
![]() Councillor von Urslingen brings over a map. "We're here near the council chambers." he remarks pointing to the middle of the Civilized Phlan, "If you go west along Podol street, past the watch barricade and through the Plaza, you can take the bridge here which leads to the Valhingen Graveyard. Inside is quite wild I'm afraid, it's not been safe for the gardeners since the war. Anyway the largest structure looks like a mausoleum but there's a trap door leading down to where the vaults and catacombs are. There's also a long tunnel which the bit with the vaults branch off that leads a good way north before ending in a rockfall. Apparently this once lead to a large chamber which we presume is buried under thousands of tonnes of rubble. We suspect the Necromancer is lurking within the catacombs, last couple of times we found fresh booted footprints and the remnants of cooked food." ![]()
![]() With a deep sigh von Urslingen added, "And that's not even the biggest problem. We think there's a necromancer on the loose, raising an army of the dead. Braccio and I cut a swathe through many dozens of lesser ones skeletons and so fourth and couple of wights and worse. We where planning to go back today but..." He turned to look at Bishop Braccio as he said, "Perhaps you should tell them you learned in that divination." ![]()
![]() Von Urslignen nodded, "The Sorcerer's isle certainly does have an evil reputation. It seems to be the source of the taint that makes the Stonjanow so dangerous. Upstream the water is safe to drink and bathe in, downstream well... I once saw a cow fall in. The water seemed to bubble and it's flesh sloughed off leaving naught but gleaming bones. A most distressing death for the animal and everyone who witnessed it. At some point we're going to have to

Unfortunately that will take time." When Zarine describes the angel, the councillor replies, "That must be the guardian Friar Jenkins told us about. I wonder about the invasion, was it all a pretext to get at that vault? Or was this done more recently? Or maybe it's the culmination of a long campaign to wear down the defenses. In it's day Mantor's Library had the reputation of being nigh impregnable. In any event I regard releasing the angel as a good thing. We must send word to the clergy of Oghma in Suzail, they will wish to resanctify once you've made it safe." ![]()
![]() When Zarine revealed the other findings both councilor's faces turned grim. Von Urslingen remarked, "I don't like the sound of this pro-machos legislation. Too much power in one person's hands is never a good idea. It's a relic of the past that frankly ought to stay there. Still the bar to invoking it is quite high and I can't imagine Eberhard would ever do it even if he could." ![]()

He read through the first scroll, turned to Braccio and asked, "Do you think it's too late to rouse Tully? Look at this clause here we have an open shut case for dismissing the suit of Attinder, there's no reason to let those poor women fret overnight." ![]()
![]() "A good thing too, we encountered wights and worse." remarked a tired sounding von Urslinghen, "They seem to be building up in two places, Kuto's well and the graveyard. We've had problems with the graveyard before but never undead from Kuto's well so something must have changed. We lead expeditions into both and slaughtered scores of lesser undead along with a handful of more powerful ones. Unfortunately we didn't uncover the cause, I fear we have just bought time although how much I couldn't say." He smiled as he looked at you, "Still that's enough prattling from us old men, what of your endeavors? Did you find what we hoped was there?" ![]()
![]() The passage back to town takes an unexpected turn, rather than take the land route over the bridge, instead you are all ushered into a barge and discretely poled round and under and onto the docks. Apparently the aim of this is to prevent Morven from seeing you leave... Just before the barge docs, Von Urslingen whispers something to Azarra, "Unless I've missed my mark I think it might be worth your while seeking out Friar Jenkins, he's been burning the midnight oil looking to see if we can strike down that bill of attainder struck down." Thing is I heard it from me cousin, ten years ago some merchant cut a deal with the rulers of Phlan. He paid them a lot of money for permission to take the books out of the Library. A young girl tells you giddily, "Have you heard?! The Ravens said they're fed up of waiting and they're going to explore the Cadorna Textile House! Wow! That's right, the one that used to be the home of the Cadorna family. Rumor has it there’s a big buried treasure there. ‘Course, they say that about most the old family houses in the city! Anyway the Ravens are sure they can slip past the guard and the enemy, and are promising to return to the Bitter Blade in triumph!" She claps her hands together, "It's so exciting!" Diplomacy DC 22: An elderly half elven man warns you, "Don't believe everything you hear! Especially not about that library. I remember it from when I was child. I'll never forget it, it’s near the Cadorna House and it was the greatest center of learning on the Moonsea. Had every book you could ever want and more. Mages where queuing up from far and wide to visit it, some even claimed to be from far off Calimshan or others the Utter East!" ![]()
![]() Von Urslingen thinks for a moment before replying to Zane, "Desperation? I'm not so sure, it smells like the first moves of a power grab to me. If and when that happens, it'll be unmistakable. What can we do about it? Braccio and I will do our part in council, but at best we can hope for deadlock. This may be put to a public vote and if it does we need to be sure our story is heard. Perhaps you can help if it comes to that, although I think your point about the city getting cleared out is a good one Zane. The more success you and the other companies have the harder it will be to portray the city in crisis." Nodding to Kardas, he says, "That would be appreciated Mr Rasalas. Thinking about the situation with the children, if the council can't come to a collective decision perhaps a band of like minded individuals could pool their resources and set up an orphanage and school. The library should be perfect for that, although it remains to be seen how damaged it is. In theory it's council land, but it could be leased... I'll ask Friar Jenkins to check the relevant laws." ![]()
![]() Von Urslingen sounded worried as he explained, "He's proposing an amendment to the civil emergency act, which would lower the bar for declaring an emergency and subsequent temporary legislation from a unanimous vote to a simple majority and remove the automatic sunset clause. He claims this is necessary, we've suspected for some time that the enemy are planning a counter offensive. His argument is the enemy could easily cripple our response by targeting one or more of the council. That's not an unreasonable fear by the way, something like that happened shortly before the last invasion. Problem is this all seriously lowers the bar on declaring the head of council as Promachos which would hand them unlimited executive power whilst removing the only balance, the automatic sunset of emergency powers." He glances at you before adding in a whisper, "Braccio has seen something in the auguries that's got him seriously spooked. This doesn't bode well. Still I have one good piece of news there's a vote tomorrow afternoon on opening up both the Kuto's square area and Mantor's Library for reclamation. Of the two I expect the Library to be the hardest and the most rewarding for in antiquity it's restricted archives contained a great many spell books. We have reason to believe the magical wards are still in place." ![]()
![]() The crashing sound gets louder and louder until something gave way and you hear a great splintering sound. You then hear the tattoo of a drum and many marching feet approaching... A few moments later a platoon of Phlan army regulars secure the area. You then hear the clatter of iron shod hooves as their leader approaches and dismounts. Flanked by a pair of soldiers, Councillor von Urslingen enters. His eyes scan the room and he has a sharp intake of breath when he sees the carnage. A runner approaches and whispers something to him, von Urslingen nods and addresses you, "Lets get you all out of here, it seems that snake Morven has got wind of this. I'll spare you the details but Cardona is trying to push through some seriously regressive changes and Braccio and I are on the back foot. We could do without awkward questions in council because you're not officially supposed to be here." He then issues orders to escort the children out of here and to fetch them fresh clothes and food, "We really need to find a way to care for all the street children. Victims of war most of them, their families killed or captured. They're terribly vulnerable." Somewhat bitterly he adds, "I had hoped being on the council would give me the authority to do help. Everyone agrees something should be done but no one can agree what." ![]()
![]() Von Urslingen listens to Zane before replying, "It's not really up to me but I agree these are not capital crimes. Still according to the law theft is theft even under coercion but culpability is considerably diminished... Perhaps you could remind Justice Tully that the purpose of law is as much rehabilitation as retribution. In his zeal he tend to loose sight of that." ![]()
![]() Von Urslingen listens to the whole of Azarra's story without interruption, and towards the end with his head in his hands. When she was finished he whispered, "Ye gods that sounds awful... Legally speaking the women are on a bit of a sticky wicket, Cardona managed to pass a bill of attainder. Quite outrageous really, and unnecessary. The law is supposed to examine each defendant individually and judge them on the merits of the case. If allowed to stand the bill of attainder takes all discretion away from the judiciary." He starts writing something on a note which he hands to Azarra, "Deliver this to Justice Tully. It's request to stay the case for a week pending a legal review of the bill of attainder. I'm not convinced it's constitutional." Von Urslingen sighed deeply and looked old as he added, "Tully will be in his element, you'll have a job getting him to read it but you must. Ultimately though his love of the law will win out. Oh and one other thing, he may be many things but he is an officer of the law, careful what you say to him." ![]()
![]() I'm going to move us on a bit here. Azarra was keen to talk to von Urslingen. Azarra finds von Urslingen pacing around with a deep frown. He brightens upon seeing her, "Ah Azarra. I trust you're coming with good news? No? Oh dear... Today has been most vexing, several bad rulings where made while you where away. Cardorna has managed to fin-dangle himself into a position of some influence against my better judgement." He stops pacing and asks, "I take it Cardorna's goons made a mess of things. What did they do?" There was an unspoken this time... ![]()

He doesn't make wands as far as I'm aware, however. You may have to try and deal with Elena Cunningham. Strictly invite only but she operates a tiny branch of Aurora's Emporium. I gather Bishop Braccio knows her and might be able to put in a good word. As for descriptions of the book and the banite symbol I've got that right here.". He Hands you a sheet of paper with detailed descriptions of both. You can assume you now know where to find Mendor the Elder's house which is by the docks. ![]()
![]() "Could Fengor be The Night Walker? Hmm, now there's an interesting question..." Von Urslingen mulls this over for a moment before replying, "Probably no. Fengor is getting on a bit, must be in his seventies by now. He could have magical means to overcome the arthritis but I think it's considerably more likely if he's in league with The Night Walker rather than being him. As for him being out of town, I heard he was chasing a fools errand, something about a pool or fountain of youth. Supposedly he was heading for Myth Drannor if you can believe it. That place will be his tomb if he even gets that far." Ishta wrote: "Is it possible to purchase anything magic here in town?" Von Urslingen nods, "Yes there are a number of mages selling minor items, the Council have some things for sale as does Bishop Braccio privately I understand. There are also a few merchants who sell things to a select audience. Did you have anything particular in mind?" ![]()
![]() A little while later and you're all ushered into the warren of meeting rooms and offices in the town council. Lust like everywhere in Phlan the council building has seen better days. The walls are richly decorated with frescoes but they're flaking from the damp and the once fine and obscenely expensive carpets are now threadbare with suspicious stains in places. Still at least the air is clean and there are flowers in vases here and there to brighten things up. Von Urslingen's office is spartan as one might expect from a man with a military background. The only real ornamentation is a small cameo of a young maid in a silver frame on his plain oak desk. When you enter he puts down his quill and blots the letter he was writing and invites you to sit down. There are five wooden chairs arranged in an arc in front of his desk, well made but not overly comfortable. "Ah I'm glad you agreed to do this, there's rather more to this mission than meets the eye. It's true The Second Story Gang have been a thorn in our side for some time. They've been pretty brazen of late and among many other things they've stolen two items of particular interest. The first is a small stylized raptor claw in bone, dyed green with a trio of golden links at the top to attach a lanyard. It looks for the world like an ordinary Unholy symbol of bane, except this one is special, it opens the secret sewer entrance into the nearby Temple of Bane." He pauses for a moment, catches your eye and says, "Now where The Second Story Gang are a mostly murderous nuisance, the Baneites are utter menace and will have to be driven out. Obtaining that unholy symbol is quite literally the key for doing so!" He takes a sip of water from a small glass and adds, "There's one other thing we think is in the Mansion somewhere. It's a small leather bound book, called The Founding of Phlan. I gather it's really boring, but supposedly there's a code inside it which allows access to Mantors Library which has been locked magically. Regaining access to the Library would be greatly appreciated it contains extensive lore and civic records. I'm afraid we don't know where either of these items are, but if I had to guess the book might be in Fengor the Illusionist's room." ![]()

![]() As before Councillor von Urslingen was wearing his plate armor and stood up as if it weighed nothing, impressive for an elder man such as he. With a kindly smile he addresses the crowd, "Well folks, I'm sure everyone knows by now we have a toe hold on the Eastern shore. I'm sure you've heard The Black Watch have cleared out all the trash." He pauses and looks around to see nodding heads. With a wry smile he continues, "Their efforts are welcome of course, but problems remain. Yes I'm talking about the Second Story gang, rumors of their demise are greatly exaggerated. They're still at large, operating we've learned from the Kovel Mansion." This elicits groans from the crowd, and several pointed looks at Black Watch members. Kn: Local DC 16:
The Second Story Gang is one of the smaller thieves guilds in Phlan. They've grown fat off the rich takings from all the newcomers and increased wealth that came with them. Kn: Local DC 20:
There's rumors that Fengor the illusionist is either a member or has been employed by the Second Story Gang.
Supposedly he's out of town visiting ruins in Cormanthor, but caution would be advised when entering his domain. Von Urslingen carries on, "We have reason to expert the place to contain traps and hidden secrets. We also know several interesting facts about them.. Each of them has a tattoo on their arm of an open window. Their guild master is a vicious follower of Mask known as The Night Walker. According the auguries he has 17 thieves at his command. We want all of them captured, dead or alive and we'll pay 250 gold for each of the lesser thieves and 1000 for The Night Walker. Which company will do this?" You can almost hear the gears working in people's minds, five thousand two hundred and fifty gold! Suddenly the room is pandemonium as everyone is talking at once. ![]()
![]() Von Urslingen raises his eyebrows, "Oh aye? Well the archivist Friar Jenkins can search the official records with you for a nominal fee, a platinum piece if memory serves. I understand some of the civic records where saved but a lot were left in the old library. I'll ask him to come and see you." Azarra: Sorry if you got the impression that Talia Dumourne was a Councillor. She is still a potentially very useful contact, but you haven't met her yet :) ![]()
![]() The Councillor replies, "There's no ferry I'm afraid sir, but we can lend you a rowboat. As for holy water, I'd imagine Bishop Braccio would have some for sale Ma'am. Failing that you might want to buy some Alchemist's fire, there's at least two hedge alchemists in town so you should be able to find a supplier. Unless I'm mistaken their names were Carucius Cradock and Johan Vitriol." Finding Bishop Braccio is easy, the temporary location of the Temple of Tymora is well known in town. It's currently situated in a former merchant house near the docks. The hedge alchemists operate stalls nearby. ![]()

Vinters seems a little abashed by your generosity, "Er Ma'am are you sure? Well there's bound to be some other folk interested. For example, what about that group of fair folk over there? The civic archives are held there although all the old stuff is likely still in Mantor's Library." "Watchers of Dawn! That has a certain ring to it." exclaimed the councilor as he wrote the name down onto the pair of parchments, "Now would you all countersign here and here. OK very good, congratulations Watchers of Dawn, you are now a company legally authorized to adventure within the unreclaimed areas of Phlan! Currently there are no missions available, but tomorrow morning we're opening up the Sokol Keep area on Thorn island. Our scouts report it's full of mindless undead, skeletons, zombies that sort of thing. Supposedly there's a great charnel heap were they're all coming from lorded over by some kind of barbarous ghoul king. There's a 2000 gold reward for clearing it out and of course you get to keep fifty percent of the value of any spoils you find within. If you decide to go for this, just remember this part of the Stojanow is tidal. The water is fine when it's clear seawater but when the orange taint flows it's deadly. Oh and I guess it goes without saying but bring as much holy water as you can carry!" Kn:Local DC 12: The Stojanow river is polluted by something ghastly. The orange taint as it's known contains something that eats through metal and wood alike as if it was a powerful acid, yet it's effect of living flesh is even more disturbing. Even the smallest drop causes flesh to mutate and twist into a bizarre tentacled mass before it rapidly dies off and starts to decay at an accelerated rate. The only things seemingly impervious are stone and glass. Even short journeys in a boat across the river are inadvisable and longer ones are invariably fatal due to the toxins eating holes in the hull.

![]() Your pockets considerably lighter but now sporting room keys, you head out of the Cracked Crown into the busy streets of Phlan. Various street hawkers call out offering to sell you delicious morsels, others promise to lead you to hidden riches for a fee, and then there's a constant steam of tradesmen towing and throwing. Many of the buildings where badly damaged during the reclamation and there is much work to be done and fortunes to be made. The council building was particularly badly damaged during the fighting. It use to be the private residence of a rich grain merchant, but it was gutted by fire and has been almost entirely rebuilt. Inside it's surprisingly spacious with one wing housing the town hall and the other with private offices for the councilors. When you walk into the foyer an official greets you and inquires about the nature of your business. He asks you to wait for a few minutes while Councillor Urslingen deals with some defense maters. You are offered tea (undistinguished but drinkable) and water while you wait. After about half an hour you are ushered into the town hall proper. Inside is standing room for several hundred people and a stage. On the stage is a table and five chairs. Only one of the chairs is occupied by balding but powerfully built older man in full plate (minus helm) which he seems to wear as if it weighed nothing. He favors you with a friendly smile as you enter, "Ah another group of adventurers come to answer the call! My but you are an interesting group! I can't recall seeing so many of our Elven friends together before, welcome! I'm sure your wisdom shall temper the fire of the younger races."
