by 1-to-1 for the 20 point buy...do you mean every point costs one, regardless of the total for that stat? so an 18 costs 8 points? or am I misunderstanding?
I created this character for another game, and it fell through, if I modified his abilities to fit your creation criteria, would you allow him (I know the class is 3rd party and I could change it if you'd prefer.)... please let me know how much I'd need to change.

Radavel - I made a character who's been in LOngacre for about 10 years or so.... we can certainly do something with some shared background for that amount of time if you want to.
