I completely agree that flaming burst is an upgrade of flaming, and thus shouldn't stack.

HOWEVER

If they can upgrade it once, why not twice? Why not work it out with GM what it would take to upgrade the weapon another time with flaming?

It is a question of "methods verse goals." A debate that belongs in philosophy, not gaming.

I had a player's lawful neutral cleric use death knell to punish law breakers. I considered it a lawful spell in that sense, not an evil one.
