Can a level 7 wizard make a Headband of Vast Intelligence?

The CL of headband is 8th. On page 460 of the core rulebook it says "For potions, scrolls, and wands, the creator can set the caster level of an item at any number high enough to cast the stored spell but not higher than her own caster level. For other magic items, the caster level is determined by the item itself. In this case, the creator’s caster level must be as high as the item’s caster level (and prerequisites may effectively put a higher minimum on the creator’s level).

As the headband is CL 8 and is not a potion, scroll, or wand then I assume the wizard must be level 8 to create it. Also, since the CL is not in the "requirements" section of the item listing that means that it is not one of those prerequisites that can be forfeited (for +5 DC).
Am I correct?

I know this has been asked a googillion times but I can't seem to find a post that answers this straight out. I have 2 questions actually.

1. If a druid is in wildshape form and has a BAB of +5 and he has the attacks bite/claw x2 and he is making a full round action is his attack then (ignoring ability mod for now) bite +5/claw +5/claw +5 or does he suffer the penalties for wielding multiple weapons?

2. Furthermore, the rules for natural attacks state that you don't get additional attacks for a high BAB but instead u get attacks rolls for multiple limbs capable of making the attack? I don't get the difference between an attack and an attack roll. Lets say the same druid above is performing the same full attack with a BAB of +6/+1. How does this rule affect him? The limbs capable of making this attack include a head and 2 paws. Does he get another single bite or claw at +1?

Someone help me understand what "full base attack bonus" means. If a character with a BAB of +6/+1 has Haste cast on him and he makes a full attack with his longsword he gets 3 attacks right? Does the attack granted by Haste use the +6 or the +1 bonus? Is the +6 the "full base attacks bonus?"

Greetings. I've been wanting to try out Pathfinder. I'm intrigued by the adventure paths and the support behind it. However, my group doesn't want to start at level 1 just to use the adventure path.
Are the adventure path adventures written in such a way that we could jump in starting with a lvl 7ish adventure or would we miss too much of the main plot?
I appreciate your responses.
