Sorry, Narvik, I missed your post while working on my own.
There are no powders - no one took the powders from the crate at the docks - but there those sheets, blankets, the bed screen curtains, and, also from the room description, "Goose down [that] now litters the room, covering almost every surface and the silken shreds of the cushions that contained it".
Following Wuliem's lead, the group spreads out, waving their arms and spread goose down - and looking for disturbances in the down on the surfaces.

Searching blindly, as you all are, Exitium just manages to reach the right direction and touch the imp with his front paws!

Exitium, Alia, and Pizzmic each have stepped back to get out of the way of the sleep spell.

Pizzmic finishes his spell, having a target - just in time - and more space to cast it, and picks a spot, and the imp falls to the ground. (Fortunately, it doesn't fall far enough to take damage and reawaken.)
It is actually fairly difficult to find a spot that wouldn't affect the players before the imp. F-G/3-4 seems to do it.
Since it will last 10 rounds, we can now be out of formal combat rounds.

That is a good idea about the shackles or other restraints. There are some other silver implements there, but nothing that seems appropriate to a tiny creature: no cat-sized manacles.
"Oh, just leave it be," Zarta answers, rather subdued, as if disappointed that the fun is over so soon. "You've got what you came for, and I am more that capable of disciplining it myself."

You both feel she is telling the truth, and would probably have loved to tell you all about it if she had been able to open it.
I'll move things forward but, as always, feel free to backtrack.
After leaving Zarta's, you head back with all four tasks accomplished. When you are passing through the Foreign Quarter on the way to the Grand Lodge, a throng of people blocks the street ahead. A performance art group commandeers the street, drawing graffiti to create a jolly hellscape complete with illusory devils comically dancing around in circles. A few citizens avoiding the crowd slip off-street through a nearby alley, the only egress past the gathering.
As you go down an alley - not for the first time today - some of you notice that something is wrong this time.
Narvik, Ralklain, and Wuliem noticed the halfling - and see him again in front of you. Alia's earlier sense motive also allows her to act, forewarned of this danger. Alia, Narvik, Ralklain, and Wuliem can act in the surprise round.

The maniacal woman just finishes an incantation and sudden mists emanates out from her, obscuring the group!
The areas with the orange dots are obscured: all vision, including darkvision stops after 5', partial concealment at less than that.
Initiative order: The good guys then the bad guys.
Alia, Narvik, Ralklain, and Wuliem are up. You can take a move action or a standard action (or charge, if you can and are out front.
That is where the scenario has you, but you can be a straight line if you prefer.

Is C7 a passable square?
Ralklain casts Mage Armor on Exitium bringing his AC to 20.
The summoner speaks in a low voice for the group, trying not to be hear by the enemies:
Don't advance. Let them come to us.
Exitium 5-foot-steps C7 (or D7) and readies an action to attack any enemy that comes within range.

I'll move you around a bit to make these actions more doable. I wasn't exactly sure where to start you.
The new placement allows Wuliem to throw his bomb and not be blocked, and for Ralklain to do a touch spell on Exitium.
Ralklain, Readying an action is a Standard Action, so that will have to wait, as will the movement by Exitium since it didn't get to go in the surprise round. C7 is a passable square, though.
Wuliem, I thought the minimum was 5 splash since the 1/2 rounded down?

The red-haired woman with the Norgorber mask casts a spell, causing a shimmering field to surround her.
It is Shield of Faith.
You hear more spellcasting from the mists, but it is difficult to tell what it is since you can't see it happen.
The charges forward - raging and yelling, his eyes ablaze - and puts all of his strength behind his axe swing at Exitium!
1d20 + 5 - 1 + 2 ⇒ (11) + 5 - 1 + 2 = 171d10 + 5 + 2 ⇒ (5) + 5 + 2 = 12 PS-The scenario is wrong about the damage for a small greataxe.
Fortunately, just too much power was put into the swing, throwing off the aim just enough to miss the (flat-footed) Exitium with the deadly blow.
The man in the brown cloak takes up a position around the corner, with cover.

Pizzmic lost in thought doesn't notice the three figures until wuliems bomb explodes. Pizzmic half startled lets out a little yelp agh.... what the what?! pizzmic hastly moves to E3 and casts bungle onto the cloaked man near the wall (will save 15) surrender now or prepare to meet your companion's fate bluff: 1d20 + 10 ⇒ (1) + 10 = 11
hahahaha finally the epic CRICTICAL FAIL." Pizzmic's taunt provides the enemy with a heightened rage abadoning all reserve and leap at the lowly gnome to make him swallow his words!"

Narvik will move up to where he can see the guy hanging around the corner so that he can cast Murderous Command on him.
If I can't cast it on him without getting into melee range then I will move to D8 and cast Death's Touch on him instead. If so, vs Touch AC: 1d20 + 2 ⇒ (8) + 2 = 10 for Damage: 1d6 ⇒ 1

The blond woman comes running out of the mist, still laughing manically, only stopping to cast a spell, causes an-all-too-familiar spray of vivid colors to leap from her fingers!
Exitium, Ralklain, and Narvik make a DC14 Will save.
You are unconscious, blinded, and stunned for 2d4 rounds, then blinded and stunned for 1d4 rounds, and then stunned for 1 round.
The good guys can all go again.
