Can players not in a company, join a player settlement?

If yes, do they have to apply to join the settlement, as companies have to do?

Or, do they even need to join, can they just train there if they want?

I'm mainly interested in what the mechanics are now, or will be in the next 2 weeks (not proposed mechanics 3+ months from now).

The only thing I can say for sure is that there is nothing stopping an individual from creating a one-person company, then using that company to join the settlement.

And, for now, there is nothing stopping anyone from training anywhere.

Well, a settlement has to approve the company joining the settlement though right? So that prevents the situation you mentioned I think.

But effectively, unless a company specifically wants to add their towers to a settlement's holdings, there is nothing forcing a company of players to join a settlement at all, in order to trade, train, etc.

Correct.

Eventually (aside from access) there will be DI and influence reasons for companies in settlements, but for now, towers is it.

Eventually, adding buildings will require DI. If a company wants to manage (for instance) a mining operation, they will need to be sponsored by a settlement.

I belive each settlement will eventually be able to define access and facility usage rights on a rather fine scale. Early on, I suspect that it will be based on company membership.

No. There is nothing in the game but Companies now. Settlement management is a position associated with a member of a Company.

Plan:

Yes. Being a member of a Company and being a member of a Settlement are not linked.
